- This announcement modification is to make a formal notification that the Agency Tender Official is hereby changed from Anthony D. Harrison to Barry S. Meyer. The Department of the Commerce/National Oceanic and Atmospheric Administration intends to solicit proposals in support of an A-76 Cost Comparison Study for the National Logistics Support Center (NLSC) facility is located in Kansas City, Missouri. NLSC's 2001 Federal Activities Inventory Reform (FAIR) Act Report included these Commercial Activity (CA) functions, which are the primary emphasis of the upcoming cost comparison 1) Storage, 2) Warehousing 3) Distribution, 4) Business Performance Reporting, 5) Information Systems, and 6) Customer Service. Note: A bargaining unit of the American Federation of Government Employees, AFL-CIO (AFGE), covers the employees at the NLSC. This bargaining unit was established in November of 2000. A collective bargaining agreement was negotiated and went into effect in January of 2003. The services, which are currently provided by Government personnel, were announced for Commercial Activity Cost Comparison Study in accordance with the OMB Circular A-76. In accordance with the OMB Circular A-76, the offer determined to represents the best value to the Government will be compared to the Governments proposal to perform the services. Commercial proposals will not result in a contract if the Government performance is determined to be more advantageous. The purpose of the study is to determine the most efficient and cost effective method of providing various services for the NLSC Facility. It is the Governments intent, but subject to the approval of the delegation of procurement authority to use formal source selection procedures under full and open competition. If awarded, it is expected that this acquisition will result in a Firm Fixed Price Contract. Additionally, if contracted, the contractor's performance will include a 90-day transition period with one-year base period, and four (4) one-year option periods. If the Government performance is determined to be most advantageous, the solicitation will be cancelled. The solicitation resulting from this announcement is anticipated to be available on or about May 18, 2003 to interested parties. A draft copy of the Performance Work Statement (PWS) can be downloaded from the Federal Business Opportunity website at: www.fedbizopps.gov.
