Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, and Small Disadvantage Business) relative to this 514120 NAICS Code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract shall provide the Government the option to extend the contract in one-year increments for a base and four option years. After review of the responses to this sources sought announcement a solicitation announcement may be published in the Federal Business Opportunities at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under the NAICS code? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify is your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you considered woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned? In addition, please provide a capability statement addressing your organization?s ability to perform as a prime contractor the work described below. The mission of the Substance Abuse and Mental Health Services Administration (SAMHSA) is to bring effective substance abuse and mental health programs to every community. SAMHSA carries out this mission by compiling prevention, treatment and rehabilitation knowledge, identifying and promoting science based programs, and building capacity at the Stat4e and regional levels to infuse prevention, treatment, and rehabilitation knowledge and programs into every community in the United States. To assist its practice and policymaking constituents in learning more about science based programs, SAMHSA created a National Registry for Effective Prevention Programs (NREPP). NREP is a key resource for the field of substance abuse and mental health as it serves as SAMHSA?s process to review and identify effective programs. NREPP is intended to evaluate programs by methodologically appropriate mans, and then document effective programs to support dissemination and effective replication. NREP represents a five-year investment that has been refined and developed into the current NREP review procedures and rating processes. To date NREPP has reviewed 889 program evaluations and has identified 52 promising, 46 effective, and 52 model programs. This procurement will provide uninterrupted identification, review and rating of effective community programs in substance abuse prevention, 9intervention, and treatment of mental and substance abuse disorders through the SAMHSA National Registry of Effective Programs (NREPP). This procurement will expand the capacity of NREPP to include mental health promotion, cancer prevention and reduction of cancer-related behavioral health rises, and other substance abuse related problem behaviors, thereby advancing SAMHSA?s science to service initiative. Proposed Tasks 1. For programs that: prevent substance abuse in communities; promote mental health and prevent mental health and/or behavioral disorders and/or treat mental and behavioral disorders; are directed at early intervention and treatment of adolescents with substance abuse disorders; are directed at cancer prevention and the reduction of cancer related behavioral health risks; are directed at an employment or workplace setting that prevent or reduce substance abuse: 1a. Identify candidate programs for review and rating. 1b. Review criteria and processes whereby plausible programs are selected for complete review and rating. 1c. Update processes to ensure identification, recruitment, training and retention of effective and efficient professional reviewers who are experts in the fields of substance abuse prevention. 1d. Develop and implement processes to ensure inclusion of programs that address especially vulnerable and targeted populations. 1e. Maintain a web-accessible database of NREPP work plans, staff, workflows, and program documentation. 1f. Ensure that appropriate programs are posted on the NREPP web site and included in NREPP?s ?Annual Update on Science-Based Programs?. This is not request for proposal and in no way obligates the Government to award any contract. Responses to this notice shall be mailed to Department of Health and Human Services (DHHS) Office of Program Services, Contract Management Branch, 5600 Fishers Lane, Rockwall II Building, Suite 640, Rockville, MD 20852 Attn: Michelle Ringo JD. Telephone and/or e-mail responses will not be accepted. Responses must be received by in writing no later that October 27, 2003 by 3:00PM Eastern Standard Time. Responses to this sources sought announcement will not be considered adequate responses to the solicitation, a request to be added to a prospective offerors list or to received a copy of the solicitation. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources announcement. No solicitation is currently available.
