Description
The 347th Contracting Squadron/MSCB is seeking sources to procure Medical Trainer(s). FOR INFORMATION PURPOSES: The Standard Industrial Classification Code is 8299. The North American Industry Classification System is 611699. The procurement is a 100% small business set aside. The Defense Priorities and Allocations System (DPAS) rating is N/A. Interested offerors must be CCR registered and provide response for capability to provide supplies and services prescribed in the following Statement of Work: STATEMENT OF WORK EMERGENCY MEDICAL TRAINING 1. DESCRIPTION OF WORK: THE WORK CONSISTS OF PROVIDING ALL INSTRUCTORS, EQUIPMENT, MATERIALS, RELATED ITEMS AND PERFORMANCE OF ALL OPERATIONS NECESSARY TO COMPLETE EDUCATIONAL NEEDS FOR INITIAL/REREGISTRATION REQUIREMENTS, FOR THE 38 RESCUE SQUADRON, BASED ON DEPARTMENT OF TRANSPORTATION (DOT) AND THE NATIONAL REGISTRY OF EMERGENCY MEDICAL TECHNICIANS (NREMT) STANDARDS AT THE BASIC, INTERMEDIATE OR PARAMEDIC LEVEL. 2. SCOPE: THE FOLLOWING IS A GENERAL OUTLINE OF THE PRINCIPLE FEATURES OF THE WORK TO BE PERFORMED. THIS OUTLINE IS INTENDED TO ESTABLISH THE BROAD SCOPE OF WORK AND DOES NOT, IN ANY WAY, LIMIT THE RESPONSIBILITY OF THE CONTRACTOR, WHO SHALL BE REQUIRED TO PERFORM ALL OPERATIONS NECESSARY TO MEET THE REQUIRMENTS ESTABLISHED BY THE STATEMENT OF WORK. 3. PROCEDURES: A. THE CONTRACTOR SHALL PROVIDE 24 HOUR (HR), 36 HR AND 48 HR REFRESHER COURSES MEETING MINIMUM TRAINING STANDARDS SET FORTH BY THE DOT/NREMT. B. PROVIDE BASIC LIFE SUPPORT (BLS) AND ADVANCED CARDIAC LIFE SUPPORT (ACLS) (RE) CERTIFICATION BASED ON THE AMERICAN HEART ASSOCIATION (AHA) STANDARDS. C. PROVIDE 24 ? 48 HRS OF CONTINUING MEDICAL EDUCATION HOURS CONSISTENT WITH DOT/NREMT STANDARDS. D. PROVIDE ALL NECESSARY DOCUMENTATION FOR COMPLETED COURSES. E. SHALL CONDUCT REQUIRED COURSE AT MOODY AFB, GEORGIA AND/OR PROVIDE ACCEPTABLE LOCATIONS FOR SAID TRAINING TO BE ACCOMPLISHED. F. CLASSES WILL BE CONDUCTED FOUR TIMES PER YEAR (ONCE EACH QUARTER) WITH APPROXIMATELY TEN PERSONNEL PER CLASS 4. PERSONNEL: THE CONTRACTOR SHALL PROVIDE ALL INSTRUCTORS AND TEACHING MATERIALS. ALL WORK PERFORMED SHALL BE UNDER THE SUPERVISION OF AN INSTRUCTOR WHO MEETS ALL DOT/NREMT/AHA INSTRUCTOR STANDARDS. 5. SCHEDULE: ALL WORK SHALL BE COORDINATED WITH THE 38 RESCUE SQUADRON AND 347TH CONTRACTING SQUADRON, OR OTHER AUTHORIZED GOVERNMENT REPRESENTATIVE. EACH ORDER OR VISIT WILL CONSIST OF A WRITTEN OR VERBAL REQUEST FOR WORK AND/OR A STATEMENT SPECIFING THE COURSE REQUIREMENTS. THE CONTRACTOR SHALL INITIATE INSTRUCTION ON DESIGNATED SCHEDULE. ARRANGEMENTS SHALL BE MADE BETWEEN THE GOVERNMENT AND CONTRACTOR REPRESENTATIVES TO ALLOW FOR INSTRUCTION DURING NON-DUTY HOURS, DUTY HOURS ARE CONSIDERED 7:30 AM ? 4:30 PM EST. 6. QUALITY CONTROL: QUALITY CONTROL IS SOLELY THE RESPONSIBILITY OF THE 38 RESCUE SQUADRON?S NCOIC, PARARESCUE MEDICAL TRAINING OR DESIGNATED GOVERNMENT REPRESENTATIVE. 7. INSPECTION: THE CONTRACTOR IS LIABLE FOR ALL DAMAGES TO GOVERNMENT PROPERTY. THIS INCLUDES BUT IS NOT LIMITED TO: FUNITURE, COMPUTER SYSTEMS, CHAIRS, CABINETS, OFFICE EQUIPMENT, ETC. THE CONTRACTOR MUST INFORM THE CONTRACTING OFFICER OF ANY DAMAGES TO GOVERNMENT PROPERTY. THE GOVERNMENT REPRESENTATIVE NORMALLY CONDUCTS A FINAL AUDIT OF COURSE COMPLETION REQUIREMENTS (ON EACH COURSE). THIS INSPECTION WILL INCLUDE THE GOVERNMENT REPRESENTATIVE THAT PLACED THE ORDER AND MAY INCLUDE OTHER GOVERVMENT REPRESENTATIVES FROM CONTRACTING, AND THE USING AGENCY. THESE INSPECTIONS WILL BE CONDUCTED AT THE CONVENIENCE OF THE GOVERNMENT, BUT WITH COORDINATION OF THE CONTRACTOR. THE CONTRACTOR, AT NO ADDITIONAL COST TO THE GOVERNMENT, WILL REACCOMPLISH ANY NON-CONFORMING PROCEDURES/RESULTS WITH THE STATEMENT OF WORK. 8. BASE ENTRY PASSES: THE CONTRACTOR SHALL COORDINATE WITH THE 347TH SECURITY FORCES PASS AND ID REGISTRATION TO OBTAIN THE NECESSARY BASE ENTRY AUTHORIZATION FOR ALL INSTRUCTORS.
