- The solicitation number has been changed from F33657-03-C-0007 to FA8626-04-C-2060 ******************************************************************************* This announcement constitutes a Notice of Contract Action. The Aeronautical Systems Center Support Equipment and Vehicles Program Office (ASC/AAD) intends to award a sole source contract, under the authority of Title 10 of the United States Code 2304(c)(1), as implemented by FAR 6.302-1(a)(2), to Lockheed Martin Information Systems, 12506 Lake Underhill Road, Orlando FL 32825-5002. The proposed contract action is for the procurement of the Common Organizational Level Tester (COLT) and Interim Contractor Support (ICS). The contract will include 8 option periods for COLTs, Accessory Kits, and Data (Production and ICS), and 5 option periods for Data (Source of Repair Assignment Process - SORAP) and ICS. The exercise of Option 1 for COLTs, Accessory Kits, Production and ICS Data, SORAP Data, and ICS is anticipated to occur at time of contract award. It is contemplated that a contract will be awarded in December 2003 with delivery of COLTs (including Accessory Kits) beginning in August 2005 and concluding in year 2012. The total Best Estimated Quantity to be acquired over this period is 105 COLTs. Interim Contractor Support will begin January 2004 and continue through December 2008. Each production and ICS repaired COLT requires Nuclear Certification and Calibration prior to delivery to the user. Lockheed Martin Information Systems will outsource the manufacture of the COLT to a qualified Small Business no later than the FY05 (Option 2) buy. An Ombudsman has been appointed to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not particiapte in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed below.
