Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 Country infrastructure power requirements (220vac/50hz) eu standard, or 110vac/60hz (us standard) All vendors must comply with power requir ements. All vendors must determine, confirm, and meet region/international requirements of Romania for cd, dvd players/recorders, media etc. Vendors must provide OEM warranties. Delivery, shipping, transportation is the responsibility of the us government. Cecom intends to procure the items set forth in two parts. Part 1, hardware, software, electronics, furniture should comply with romania native language requirements and part 2, software content-media requires all english language. Configuration descript ions are located at the IBOP website Part 2 items 11-39 all items in this part require a quantity of five. configuration descriptions are located at the IBOP website Substitute with equivalent or better items when the items have been discontinued by the OEM or there has been an OEM upgrade t o the items basic listed configuration. Shipments are to be fob origin. . Delivery shall be within 30 days after contract award. Packaging and packing shall be in accordance with standard practice for commercial packaging Provisions and clauses applicable to this acquisition are as follows: 52.212-1, 52-212-3 alt 1, 212-4, 52-212-5, 252.212-7001, 252.225-7001; far 52.227-01, 252.204-7004, 52.219-06, 52.227-02 52.227-03, 52.227-06 52.227-09, 252.227-7015, 252.227-7016, 252.2 27-7-17, 252.227-7019, 227-7027, 252.22707028, and 252.227-7037, The following clauses are local cecom clauses and all interested parties shall request a copy from the contract specialist; 52.7043, 52.7047, Reverse auction instructions and agreement: CECOM will conduct a competitive, anonymous, on-line reverse auction for the requirements specified above. The web address to gain access to the auction is http://usave.monmouth.army.mil (access will only be granted upon government receipt of this agree ment). The specific time for this reverse auction will be 6 november 2003, 1330 eastern standard time. The starting price for this auction is in total $ 498,782.00. Delivery will be in accordance with the specified delivery schedule stated above. The c ontractors shall sign and return this agreement to the contracting officer at cecom to receive a user and password for the reverse auction by cob 30 october 2003. Please provide your name (first and last), company name, mailing address, phone number, ema il address and time zone with this agreement in order to receive username and password. The offerors agree to meet each requirement specified and only offer items that meet or exceed these requirements. All offers will be submitted in the army??????s reverse auction tool. If an offer is submitted within the last four minutes, as indicated by the web server count down clock, of the time period specified for the reverse auction stop time, the time period s hall be extended for an additional five minute period beyond the time of the original stop time. An offer during the reverse auction must differ from the market-leading offer by a least the decrement identified on the auction detail page. If no offers ar e submitted within the extension period, the reverse auction will close i.e., within the last four minutes of the original scheduled stop time. Further, if an extension period is generated and an offer is submitted within the last four minutes within the extension period another five-minute extension period will be generated. There will be no limits on the number of extensions in each reverse auction; the market place will be the determining factor in closing the reverse auction. When no offers are submi tted during the last four minutes of the extension period then the auction will close. Submission of an offer during the reverse auction will be considered consent by the offeror to participate in the rev erse auction and to reveal their prices in anonymity during the reverse auction. The contracting officer also reserves the right to suspend or cancel the reverse auction at any time. By participating in the reverse auction, offerors certify the only knowing disclosure by the offeror of its prices to any other offeror will be during the reverse auction. The offeror further certifies that disclosure by the offeror of its prices during t he reverse auction shall not be for the purposes of restricting competition. Basis for award: At the conclusion of the reverse auction, the government intends to make an award to the contractor who submits the lowest price, and deemed acceptable and responsible by the Contracting officer. Upon notification of award, the contractor will provide pr ices for each item within part 1 and part 2. The bidders must bid on the full quantity identified. The contracting officer reserves the right to make no award under this procedure. Note 1
