Description
NA This announcement is for the purpose of soliciting names of United States construction firms, International construction firms or Joint Ventures interested in submitting an offer on the below-described project. To be considered a U. S. construction firm, the firm must perform construction as a significant portion of its business; must be incorporated and have its corporate headquarters in the U. S. for a minimum of three years; shall have filed state and federal income tax declarations for a minimum of th ree corporate years within the preceding four-year period, having paid any applicable taxes determined to be due as a result of such filing; and employ U. S. citizens in key management positions. To be considered a foreign firm, the firm must be a minimum of fifty-one percent foreign owned and an independently owned firm. Performance and payment bonds or a Bank Letter Of Guaranty will be required. It is the Government??????s intent to make multiple contract awards under a single solicitation. This solic itation will result in a multiple award task order contract entered into in accordance with FAR 16.504c. For each of up to ten awardees under the multiple award contract, there is a monetary ceiling threshold of $500 million each base year and $250 millio n each of four option years. PROJECT SCOPE: The types of work to be issued as separate task orders will include but not limited to construction, reconstruction, renovation, restoration, incidental or limited design associated with those types of activiti es, temporary base operations or other types of operations and maintenance activities, and other presently unforeseeable requirements that may arise. These multiple contracts will also enable the issuance of performance based or design-build types of task orders. The design build and/or construction related services to be acquired may be located anywhere within U. S. Central Command??????s (USCENTCOM??????s) area of responsibility (AOR) including the geographic areas of the Horn of Africa, South and Centr al Asia, and Northern Red Sea regions, as well as the Arabian Peninsula. CONTRACT PROCEDURES: The construction contract will follow the tentative milestone schedule which is (1) Issue RFP 13 Nov 03; (2) Receive proposals 29 Dec 03; (3) Award contracts 10 Feb 04. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. The evaluation will include both Non-Price and Price factors. Under the Non-Pricing Evaluation Factors, the Government will consider the following four evaluat ion factors: Management Concepts, Technical Capabilities, Experience, and Past Performance. As a group, the Non-Pricing Evaluation Factors will be more important than the Pricing factor in determining the best value offeror. The Request for Proposal will contain complete evaluation criteria. Type of contract shall be a Firm Fixed Price And/Or Cost Reimbursable (Plus Award Fee) Indefinite-Delivery, Indefinite-Quantity Construction Contract with multiple awards in accordance with FAR 16.504. PLANS AND SPEC IFICATIONS: This is an electronic issued solicitation. The Government shall furnish two (2) copies of the CD-ROM containing the specifications and plans to prospective offerors at no charge. The official solicitation is found on the CD-ROM. Paper copie s of the solicitation and additional copies of the CD-ROMs are not available. Eligible firms interested in receiving this solicitation should address their requests to Linda W. Whitacre. The request must state the name of the firm, both mailing and shipping addresses, telephone and fax numbers, point of co ntact, and must reference the solicitation number. The Request for Proposal will only be released to qualified firms interested in submitting a proposal. Copi es will not be released to Plan Rooms.
