Description
The Department of Interior, Bureau of Reclamation, Mid-Pacific Region has a requirement for Litigation Document Scanning for its Sacramento Regional Office and the Fresno Area Office. The work involves mandatory on-site scanning of a minimum of 200,000 pages to a maximum of 500,000 pages of source documents - approximately 80% in Sacramento and 20% in Fresno. All handling of original documents and scanning shall be done exclusively at the Bureau of Reclamation offices at the Regional Office located at 2800 Cottage Way, Sacramento, California, and the Fresno Area Office located at 1243 N Street, Fresno, California. The work consists of producing four (4) separate digital administrative records for ongoing litigation. Customer shall identify documents as part of each record prior to scanning; some documents may belong in multiple administrative records. Final work product shall consist of an image-enabled database of Bates-stamped TIFF IV document images, OCR text files associated with each document, linking files usable by image viewing software and an index. The database shall be compatible with Concordance legal database software and Ipro image viewing software. Contractor shall download the database onto CD/ROM sets corresponding to each of the four (4) administrative records and shall label and package the CD/ROM set. Contractor should be able to provide up to fifty (50) sets of each administrative record for litigants. Contractor shall also provide a copy of Dataflight's PassportReader software with each set of CDs. Contractor shall provide customer with a quality control draft after scanning 50,000 pages. Contractor shall provide customer with a draft version of all of the completed administrative records no later than March 1, 2004. Customer shall review the draft and return revisions by March 5, 2004. Contractor shall complete all revisions and present the final draft work product no later than March 11, 2004. Contractor shall be available to make necessary corrections and revisions until March 20, 2004. The ideal contractor will have successful recent experience (within the last 3 years) of managing large, complex litigation document scanning projects (over 200,000 imaged pages) for federal or state government agencies. Contractor's proposal should indicate the contractor's recent experience with similar projects, along with client points of contact. Proposal shall include a detailed description of how contractor will perform the required work. Award will be made to the offeror with acceptable past performance submitting the highest technically acceptable, lowest-priced proposal. Period of Performance: Documents shall be available for scanning at the Regional Office in Sacramento beginning November 3, 2003 and at the Fresno Area Office beginning December 1, 2003. All on-site work shall be performed between the hours of 7:00 a.m. and 5:00 p.m. Monday-Friday, excluding Federal holidays. This will be a commercial item solicitation prepared in accordance with FAR Part 12. The magnitude of this project is estimated to be between $250,000.00 and $500,000.00. This is an unrestricted solicitation and proposals will be considered from all responsible concerns. The NAICS code is 518210, size standard is $21.0M. A request for proposal (RFP) 04SP203013 will be posted on the National Business Center's (NBC) Electronic Commerce (EC) website at http://ideasec.nbc.gov/ecprod/owa/ecmenu$.firstcount/ on or about October 20, 2003 and proposals will be due on October 23, 2003. The anticipated award date is October 24, 2003. Effective October 1, 2003, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a government contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. The Central Contract Registration Handbook and information on the registration process can be obtained via the CCR web site: http://www.ccr.gov, or by calling 1-888-227-2423. Successful bidder must be registered in the Central Contractor Registratrion database prior to award.
