- GovWorks on behalf of the Center for Army Analysis (CAA) intends on awarding a sole source contract to The DuPuy Institute (TDI). CAA is acquiring services in the form of a three phase project entitled, "The Development of the Chinese Army During Recent Chinese Conflicts", to collect and analyze Soviet/Russian historical research on modern Chinese conflicts. The primary area of research and interest is Chinese doctrine, strategy, tactics, and combat operations for each conflict. Case studies will include: Chinese Communist-Koumintang Civil War 1927-37, participation in the Sino-Japanese War 1937-45, the Chinese Civil War 1945-49, the Occupation of Hainan Island 1950, the Korean War 1950-53, the Occupation of Tibet 1950-51, the various conflicts in the Taiwan Straits (including the incidents in 1950,1954-55, 1958, 1960, 1962, and 1965), and various revolts and unrest in Tibet (including 1954, 1956, 1959, 1960). The Chinese army has changed and undergone an extensive modernization, thus more recent conflicts such as participation in the Vietnam War 1963-65, border clashes with India 1959 and 1962, Nepal 1960, the Soviet Union 1969, the Battle of the Parcel Islands 1974, and the border war with Vietnam 1979. The first phase will focus on Sino-Soviet Border Conflict examining Chinese Operational Art with/from the Soviet perspective. The DuPuy Institute is a Non-Profit institution and the only known provider of scholarly research and objective analysis of historical data related to armed conflict and the resolution of armed conflict. The use of TDI in a sole source contract is in accordance with FAR 6.302-1. TDI has been chosen because of previous efforts that have been completed by TDI, their expertise in the field, and their availability to complete the project in the short time period necessary for the analysis project. Intended award date is October 24, 2003 and the total project length is estimated at 180 days. This notice of intent is not a request for competitive proposals.
