- Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to award a sole source firm-fixed-price contract to Congressional Quarterly Inc., Washington, DC 20037 for Congressional On-Line Services. The government intends to award a contract for a one-year performance. The vendor will provide the Defense Threat Reduction Agency (DTRA) the ability to access on-line text of the Congressional Record. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have seven (7) days from the date of publication of this synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (7) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address, facsimile number, or emailed as stated herein, and to the attention of Ms. Denise Wyche, Contract Specialist. Responses to this notice must be received by close of business, October 22, 2003 Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted. Requests may be faxed to (703) 767-4691 or emailed to denise.wyche@dtra.mil. If no responses are received, an award will be made to Congressional Quarterly Inc.
