- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Requests For Quotation (RFQ) shall be issued and a written solicitation will NOT be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-17. The NAICS Code for this solicitation is 334512 and the business size standard is 500 employees. The USCG Engineering Logistics Center has a requirement to procure the brand name or an equal meeting the following salient characteristics. The following item(s) are used onboard the USCG 175 foot Coastal Buoy Tender (WLM). Item 1-Air Conditioning Unit, Marine, through Ceiling Rooftop Mounting with Interior Ceiling Shroud, 13,500 BTU/HR Cooling Capacity, 115 VAC, 60 HZ, Single Phase, 320 CFM, Coleman/ Sea Mach 8533 Series with Ceiling Kit, Part No. 63149/63145, Mfg. Name: Coleman/ Sea Mach, Quantity-12 Each. Delivery to be made within 90 days after award. Items to be delivered F.O.B. Destination to: USCG Engineering Logistics Center, 2401 Hawkins Point Road, Receiving Room, Baltimore, MD 21226. Final acceptance shall be at destination. NOTE: No drawings, specifications or schematics are available from this agency. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Quotations submitted in response to this solicitation must include: (1) item name, part number, and unit/extended price; (2) proposed delivery after receipt of order in calendar days; (3) verification that each item shall be individually preserved, packaged, marked, and shipped in accordance with best commercial practices; (4) taxpayer identification number and Dun & Bradstreet (DUNS) numbers; (5) Contractors full name, address, and telephone number; and (6) Offerors must complete and submit Representations and Certifications contained at FAR Clause 52.212-3 (June 2003), entitled Offeror Representation and Certifications-Commercial Items. Offerorers may obtain full text version of this clause electronically at http://www.arnet.gov/far. Offerorers that do not have access to these certifications may request a copy from the point of contact. All responsible and responsive sources will be considered by this agency. The following provisions and clauses can be accessed via the Internet at the following address: www.arnet.gov. Hard copies of the RFQ will not be mailed or distributed by this office. The following FAR provisions and clauses apply to this RFQ and are incorporated by reference: FAR 52.212-1, Instructions to Offerors--Commercial Items (Oct 2003). FAR provision 52.212-2 (JAN 1999) is tailored to read that award will be made to the offeror(s) who submits the lowest price and fastest delivery based on best value criteria. Offerors are instructed to include a completed copy of FAR provision 52.212-3, "Offerors Representatives and Certification--Commercial Items with their offer. FAR 52.212-4, Contract Terms and Conditions-- Commercial Items (OCT 2003), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (OCT 2003) applies to this acquisition and the following clauses cited in the clause are applicable to this acquisition: FAR 52.222-26 Equal Opportunity (E.O.11246); FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era (38 U.S.C. 4212); FAR 52.222-36 Affirmative Action for Handicapped Workers (29 U.S.C. 793); FAR 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); FAR 52.225-3 Buy American Act--Supplies (41 U.S.C. 10). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
