Description
Subject solicitation will be issued on a Negotiated ? Unrestricted basis for a definite quantity utilizing the Lowest Technically Acceptable Source Selection Process. Item: Lining, Helmet, Shock Absorbing (Bladder Assembly Kit). Design control reference Number: F148-1206 Rev. C dated 10/8/96. National Stock Number: 8475-01-319-8766. Quantity: 700 ea. There will be one base year quantity. No options quantities are applicable. Twelve (12) deliveries with a Production Lead-time of 180 days will be required. Destination is New Cumberland, PA and Tracy, CA. All material will be contractor furnished. Three (3) First Articles will be tested at the contractor?s facility and witnessed by the Government. First Article Inspection/Testing shall include visual, bladder proof pressure, bladder leakage, and quick disconnect separation testing. Any defect or test failure shall be cause for rejection of the First Article. This item requires engineering source approval by the design control activity at Brooks Air Force Base in order to maintain the quality of the item. All sources will be evaluated in accordance with Brooks AFB?s procedures for officially adding a new source to the source-controlled document. Solicitation will be issued on or about November 4, 2003.Closing time for the receipt of offers will be on or about December 4, 2003. Availability of solicitations FAR 5.102(d) applies, as our office no longer issues solicitations in paper form. Offeror should register to receive notification of this solicitation. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home AFTER December 4, 2003. From the Gateway home page, select ?Search RFQs? from the left-hand sidebar. Then choose the RFQ you wish to view. Amendments to this solicitation WILL NOT be available via the Gateway. In order to receive notification of amendments to this solicitation you must E-MAIL the Contract Specialist, listed below under Point of Contact, with the name and address of prospective offeror, phone and fax number and a point of contact. Please reference solicitation number in all e-mail correspondence. An unsuccessful offer may result if prospective offeror FAILS to e-mail the Contract Specialist of their intent to offer on this solicitation. In addition, you can enter DSCP C&T FSCs and NSNs to receive notification of RFQs. The Gateway will send all registered users an e-mail notification of RFQ solicitations based on your FSC and NSN profile. The NSN notification will contain a link that can connect users directly to a digital copy of the solicitation on the Internet. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
