- Description
- Bechtel Nevada is seeking a Subcontractor to form a Combatting Terrorism Science and Technology Review Committee (STRC) consisting of technology and operational subject matter experts. Using their operational and technology development experience the STRC will independently assess and assist National Security Response Programs & Operations (NSRPO) management concerning ongoing and emerging Bechtel technologies and their potential for combatting terrorism and homeland security applications. The results of the STRC assessment will be used as the starting point for the preparation of a Technology Roadmap. This Technology Roadmap will identify and recommend strategies and actions to be taken by NSRPO to realign the Applied Technology and Engineering operations more closely with the NSRPO?s Combatting Terrorism mission. In addition, the Offeror will work closely with Bechtel?s management and staff to provide follow-on subject matter expert to monitor and assess the realignment efforts. Work to include, but not be limited to the following: Preparations for the Establishment of a Combatting Terrorism Science and Technology Review Committee (STRC): The offeror will do those efforts required for the establishment of a Combatting Terrorism Science and Technology Review Committee (STRC). The offeror will provide NSRPO management with the following: - Draft STRC Charter - Draft Assessment Process to be followed by the STRC - Proposed STRC Meeting Schedule and Agendas - Proposed Overall STRC Product Schedule. In addition, the offeror will work with the NSRPO to identify technology and operational subject matter experts for inclusion on the STRC. The offeror will meet monthly with the appropriate members of the NSRPO management and staff to review progress, be advised on the current status of the NSRPO combatting terrorism and homeland security actions, and to advise NSRPO on the latest status of NSRPO related DHS matters. Combatting Terrorism Science and Technology Review Committee (STRC): The offeror will act as the Lead for the Combatting Terrorism Science and Technology Review Committee (STRC). The STRC will consist of the Lead and up to three additional technology and operational subject matter experts. (These additional STRC members will be contracted for separately by Bechtel Nevada.) Using their operational and technology development experience the STRC will independently assess and assist NSRPO management concerning ongoing and emerging Bechtel technologies and their potential for combatting terrorism and homeland security applications. The STRC Lead will provide NSRPO management a proposed Final Summary Report of the STRC findings. Combatting Terrorism Technology Roadmap Development: Based on the results of the STRC review a Combatting Terrorism Technology Roadmap will be developed. The Roadmap will identify and recommend strategies and actions that NSRPO can take to improve its support to the Combatting Terrorism mission. Follow-on Technology Assessment & Assistance: Working closely with Bechtel?s management and staff, the offeror will support NSRPO by providing subject matter expert assistance as NSRPO realigns the applied technology and engineering operations to more fully support the NSRPO Combatting Terrorism and homeland security mission.
