Description
The ADP Acquisitions Branch, Program Support Center (PSC) intends to award a sole source simplified acquisition to Innovative Interfaces, Inc. (III), 5850 Shellmound Way, Emeryville, CA, on behalf of the Parklawn Health Library (PHL) for continued maintenance of the Integrated Library System (ILS) currently used at the following three locations: PHL in Rockville, Maryland; the Agency for Healthcare, Research and Quality Information Resources Center in Rockville, Maryland; and the National Center for Health Statistics Staff Research Library in Hyattsville, Maryland. The period of performance will consist of one 12-month base period and one 12-month option period. The anticipated award date is November 5, 2003. No solicitation is available. The proposed simplified acquisition action is for a renewal maintenance agreement with III to operate the ILS which is comprised of the hardware and software that automates all major PHL functions: on-line catalog with Web interface, circulation, interlibrary loan, acquisitions, serials and management information. The ILS operates on proprietary software furnished by III. The hardware of each ILS module is specifically configured to operate and interface with all other system modules. The PHL system is comprised of an INNOPAC DEC Alpha CPU, 256MB memory, 2GB disk storage, DEC Unix O/S, Ethernet TCP/IP, Expansion Cabinet, DAT tape drive, two 16-port Terminal Servers, and B321 portable barcode reader; 20 staff and unlimited web OPAC users; network OCLC; serials invoice interface; bibliographic module with 61,000 bibliographic records; acquisitions module with 18,000 order records; serials control module with 11,000 checkin records; circulation control module with 95,000 item records and 5,000 patron records; authority control module with 23,000 authority records; PowerWatch software; second keyword index; three PC Circ programs; gateway; web server; file transfer software; Email Circ notices; inter-library loan module with multiple departments, OCLC and Email options; and scoping by location. The maintenance will cover all licensed software and central site hardware and the B321 barcode reader. The NAICS code is 541511. The statutory authority for other than full and open competition is 41 U.S.C.253(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. Interested concerns may submit written documentation that demonstrates their ability to respond to the requirement within 15 days after the date of publication of this notice. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
