Description
This project is 100% HUBZone Set-Aside. The project involves all material, equipment, permits, tools, travel, and labor required to perform the work necessary to provide a 2975m (3200 sf) addition to Building 301 for storage/staging of de-icing vehicles. The project also includes three additive items. The principle base design items of work shall include but not be limited to the following disciplines: demolition, clearing and grubbing, earthwork, excavation/trenching/backfilling for buildings and utilities systems, sanitary sewers, gas distribution system, foundation drainage system, storm-drainage system, bituminous base course, hot-mix asphalt for roads, bituminous tack and prime coats, concrete pavements for small projects, pavement markings, concrete sidewalks and curbs and gutters, fencing, seeding, concrete work, cast-in-place structural concrete, masonry, structural welding, structural steel, steel joists, decking, framing, rough carpentry, thermal and moisture protection, doors and windows, acoustical ceilings, thin film flooring system, painting, propylene glycol storage systems, fire detection and alarm systems, wet pipe sprinkler system, gas piping, general purpose plumbing, HVAC and electrical work. The additive items, in order of priority, are as follows: Option 1-add room for mask maintenance (Room 103) and mezzanine for light storage (Room M01); Option 2 ? Paint interior open structure throughout; and Option 3 ? Install interior metal liner plates. This project is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. There will be no public bid opening. The closing date for submission of offers, is estimated to be on or about 20 Nov 03, and will be contained in the solicitation package. Award will be made based upon the Best Value to the Government in accordance with FAR 15. The performance period is 210 calendar days. The NIACS Code is 236210, and the Size Standard is $ 28.5 million average annual receipts over the past three years. The resulting contract will be a firm-fixed price contract with a magnitude of between $500,000 and $1,000,000. The solicitation will be made available to interested parties through electronic data interchange. The solicitation will be issued via Electronic Posting System (EPS) at http://www.eps.gov on or about 20 Oct 03. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information. Interested parties shall identify themselves as either a potential prime contractor or subcontractor by submitting the company name, address (including zip plus four number), telephone number, fax number, e-mail address, and point of contact to the Contracting Officer via email at helen.jordan@youngstown.af.mil. Contractors are also requested to identify if they have other type/size designations besides HUBZone (i.e. Woman Owned, 8(a), Disabled Veteran, etc.). Contractors are advised that in order to receive an award, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at www.ccr.gov/index.cfm. There will be one organized site visit. Site visit information will be provided in the bid package; prime contractors, subcontractors and/or suppliers are encouraged to attend the site visit. All responsible sources may submit a proposal, which shall be considered by the Air Force Reserves. The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any bid/proposal preparation costs. See Note 27.
