Description
This amendment is to clarify requirements and extend the due date for the Statements of Capabilities (SOCs) for Eastern and Western Range Spaceports, posted to Federal Business Opportunities web page on 3 Oct 03, Reference Number 3. This requirement is similar to four Multiple Award, IDIQ contracts let in 1996 by the Air Force Research Laboratory for the Space and Missile Systems Center's Launch Test Program. These contracts were for spaceport services for potential launches from Cape Canaveral, FL; Vandenburg AFB, CA; Wallops Island, VA; and Kodiak, AK. The basic requirement centers on the providing facilities (e.g. buildings, launch pad) to support a build up of a launch vehicle (tasks which are mainly performed by a contractor providing launch services under a different contract), and the actual launch of the vehicle. The facilities must have licenses or demonstrate the ability to obtain licenses from appropriate authorities to perform launches of suborbital and orbital vehicles (e.g, from FAA.) "Eastern and Western Range", as used for this acquisition, refers to the eastern and western coasts of the United States, including Alaska. There is a possibility that the contracts will require a facility clearance or the ability to obtain a clearance, and appropriately cleared individuals, to handle classified information. Electronic submissions of Statements of Capabilities (SOCs) are acceptable, to be sent to Mr. Larry Melancon at larry.melancon@kirtland.af.mil. The due date for SOCs is extended to 3 Nov 03.
