- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format listed in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is FA5587-04-T-0045. The solicitation is issued as a Request for Quote (RFQ). This acquisition is reserved for small businesses; however, the Government is accepting proposals from large businesses. In the event of insufficient small business participation, award will be made to participating large business. The requirement is for: 0001-Pilot and Co-Pilot seat cushion, KC-135, Oregon Aero P/N 341350PC Color Blue fabric with Gray wool (QTY 32) or equal, 0002-Seat headrest, KC-135, Oregon Aero P/N 31135 Color Black or Blue (QTY 64) or equal, 0003-Pilot and Co-Pilot seat armrest, left, KC-135, Oregon Aero P/N 33135 Color Black or Blue(QTY 32) or equal, 0004-Pilot and Co-Pilot seat armrest, right, KC-135, Oregon Aero P/N 32135 Color Black or Blue(QTY 32) or equal, 0005-Boomers seat armrest and cover, right, KC-135, Oregon Aero P/N 321350 Color Black or Blue (QTY 16) or equal, 0006-Left Boom Instructor Pallett, KC-135, Oregon Aero P/N 301350ISL (QTY 16) or equal, 0007- KC-135 Jump Seat w/fabric upholstery, Oregon Aero P/N 3013505(QTY 15) or equal, 0008- KC-135 Right Boom Instructor Pallet, Oregon Aero P/N 301350ISR(QTY 16) or equal. 0009-Nav/Boom Seat Cushion Seat and Back, KC-135, Oregon Aero P/N 341350NB Color Blue Fabric with Grey wool. (QTY 32). In addition, all cushions must meet or exceed the following specifications. All seats shall include "Property of 100 ARW" lettering on the bottom of the seat cushion and back of the backrest. Seat cushions are contoured for natural spinal alignment, increasing the spine?s compressive load capability and enhancing crew survivability in the event of aircraft impact. Seat cushions are constructed with energy absorbing, visco-elastic, aqueous foam that provides attenuation of impact forces. Foam material shall allow a ball rebound of less then .5 inch when struck by a 6 ounce ball dropped from a height of 23 inches and exhibit a recovery rate of no less than 2.5 minutes after 80% compression for 2 hours. Foam material shall react to body temperature, allowing uniform pressure distribution across the seating area. Seat cushions will provide flotation capability in accordance with FAA TSO-C72c. All materials used in the construction of the seat cushions meet flammability requirements in accordance with FAA Regulations for Transport Category Aircraft, Paragraph 25.853(b) and Appendix F, Part1. The energy absorbing, visco-elastic, aqueous foam is protected against abrasion. The upholstery fabric exhibits no significant wear or piling when subjected to 100,000 8 Deck rubs via the Wyzenbeck method. The fabric shall pass 250 hours of carbon arc exposure without significant color change per ASTM G23-81. Fabric shall exhibit minimum burst strength of 275 PSI per Federal Standard 191A-5122. The fabric is protected from abrasion sources where necessary. Seat cushions exhibit a guaranteed life expectancy of no less than two years under normal use. All seat cushions shall be covered in sheepskins. All items shipped FOB Destination to RAF Mildenhall UK . The NAICS code for this Acquisition is 336360 and the SIC code is 2531. Delivery date for all items: 15 December 2003. Location is Unit 4170, RAF Mildenhall, APO AE 09459. Far provision at FAR 52.211-6, Brand Name or Equal, applies to this requirement. If quote is for an ?equal? product, specifications of the item must be included in quotation. Far provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation-Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price and (2) Technical Capability of the item to meet the Government needs; paragraph (b) does not apply.
