- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Request for Quotation HAQ043001 incorporates provisions and clauses in effect through Federal Acquisition Circular 2001 14. The North American Industry Classification System (NAICS) code is 332313, with a small business size standard of 500 employees. This is a firm-fixed price contract for the Bureau of Land Management, Prineville District, Oregon. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance considered. TECHNICAL SPECIFICATIONS: Item 1 - Furnish all supplies, materials, and labor to supply and deliver three (3) multi-plate arch structures, 90 linear feet each, in accordance with standard industry practices, to be delivered to three locations identified under the heading DELIVERY LOCATION. Each multi-plate arch structure shall meet the following requirements: 90 linear feet, 13' 0" span x 6'9" rise, 12 gauge galvanized steel with square ends, unassembled, all nuts and bolts for assembly, base channel for embedment into concrete footings. PACKAGING AND MARKING: The items shall be prepared for shipment consistent with standard commercial practice and in a manner that will ensure transportation and/or delivery to the user in a satisfactory condition and be acceptable to the carrier for safe transportation. The Contractor may use its own practice providing it fulfills these requirements. DELIVERY AND ACCEPTANCE: Deliver, FOB Destination within 30 calendar days of award. Delivery shall be made between 8:00 a.m. and 5:00 p.m. Monday through Friday, holidays excluded. Inspection and acceptance will be made upon the Government=s determination that the three multi-plate arch structures meet the requirements of these specifications. DELIVERY LOCATION: From the city of Bend, travel east on State Hwy. 20 to Millican, approximately 26.4 miles. Continue past Millican 3.5 miles to the intersection of Hwy. 209 and West Butte Rd. The total distance from Bend to West Butte Rd. is approximately 30 miles. Deliver the first culvert 1.6 miles north of the intersection of State Hwy. 20 and West Butte Rd. on West Butte Rd. The location is over the first hill after leaving the highway at the base of the hill at the beginning of the long straight stretch. Deliver the second culvert 4.5 miles north of the first delivery location on West Butte Rd. (6.1 miles north of the intersection of State Hwy. 20 and West Butte Rd. on West Butte Rd.). The location is after the long straight stretch, down the road where the slope is at 8%, to the base of the slope where a second straight stretch begins. Deliver the third culvert 5.7 miles north of the second delivery location on West Butte Rd. (11.8 miles north of the intersection of State Hwy. 20 and West Butte Rd. on West Butte Rd.) The location is at the end of the second straight stretch at the base of the minor (about 15 feet) ridgeline. Vicinity maps are available at http://www.or.blm.gov/procurement/solicitations.htm APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.211-9 Desired and Required Time of Delivery. The government desires delivery to be made on Item 1, 3 multi-plate culverts within 30 days after date of contract. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government's required delivery schedule as follows: Item 1, 3 multi-plate culverts delivered within 45 days after date of contract. Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply. Offeror's proposed delivery schedule: Item No. 1; Quantity - 3 multi-plate culverts; Within ____days after date of contract. Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected. 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items Alternate II (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.219-6 and 52.232-33. Offerors shall submit signed and dated quotes for Item 1 either on a SF1449 or letterhead stationery. Quotation shall include the price for the contractor furnishing all labor, materials, equipment, supervision, transportation and incidentals necessary to supply three multi-plate culverts in accordance with the terms, conditions and specifications herein. Quotes shall be sent to Bureau of Land Management, Branch of Procurement (OR952), 333 S.W. First Avenue, 4th Floor, Portland, OR, 97204 COB (11:59 p.m. local time) on or before November 7, 2003.
