Section B - Supplies or Services and Prices ITEM NO SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 113 Each Organist Services for NMCP ChapelFFPSee Section C for Qualifications and Statement of WorkMILSTRIP: N0018304RQCS001PURCHASE REQUEST NUMBER: N0018304RQCS001 NET AMT FOB: Destination Section C - Descriptions and Specifications CLAUSES INCORPORATED BY FULL TEXT DIRECTORATE OF PASTORAL CARE SERVICES NAVAL MEDICAL CENTER PORTSMOUTH, VA Position: ORGANIST/DIRECTOR OF MUSIC QUALIFICATIONS: 1. The contractor shall possess: a. Requisite skills in performance, improvisation, service playing, conducting, arranging, and composing commensurate with specific duties inherent to position. b. Bachelor?s degree in Music with emphasis in performance and accompaniment and/or American Guild of Organists certification in Service accompaniment. c. A minimum of four years experience with planning and performing Catholic liturgy and Protestant worship as conducted in a military environment. d. Familiarity with the variety of sacred music genres as appropriate for cross-generational and cross-denominational programs or worship. e. Must be knowledgeable in the liturgy and worship traditions of both Protestant and Roman Catholic churches (c.f. ?Music in Catholic Worship,? --statement of the USCC/NCCB on the role of music in Catholic Worship, etc.). f. The appropriate, administrative and interpersonal skills to perform there required duties. 2. The contractor/applicant will be required to audition before designated chaplains and demonstrate required proficiency in service playing according to the minimum standards set for certification in service playing by the American Guild of Organists before contract is let. STATEMENT OF WORK: 1. The contractor will provide professional services in music ministry as the Organist/Director of Music for all Protestant and Roman Catholic worship activities conducted by the Pastoral Care Department, Naval Medical Center, and Portsmouth, Virginia. Professional service shall include the following: a. The selection of appropriate hymns and service music appropriate for the seasonal requirements of the sacred liturgy in both Catholic and Protestant traditions. b. Submission in writing of the selected hymns and service music for approval by the appropriate liturgical/worship presider at least one week in advance of scheduled service. (Catholic music selection based primarily, though not exclusively, on the Oregon Catholic Press (OCP) Planner?s Guide furnished by the Catholic Chaplain.) c. Recruitment and training of cantors and or song leaders for both Protestant and Catholic worship. d. Training worshipping congregations when new music selections are being introduced. e. Will deliver music or music ministry that is compatible with the pastoral practice and sacramental theology of the Roman Catholic and Protestant Chaplains who are presiding at the worship event. f. Meet with Catholic and Protestant presiders 15 minutes prior to the beginning of the worship service to review music selection. 2. Contractor will prepare and submit timely requests for needed resources and materials to the Director, Pastoral Care Services. 3. Contractor will notify the Director, Pastoral Care Services at least two weeks in advance of a planned absence and is responsible to provide a qualified substitute for all services required during the absence. Contractor is responsible for paying a qualified substitute musician if unable to be present for a scheduled service. 4. Contractor will submit a monthly invoice for services completed, indicating units provided and citing the purchase order number and period covered. A government representative of the Pastoral Care Department must validate and sign the invoice prior to submission. Contractor will submit the completed invoice to NAVMEDCEN Portsmouth, Materials Management Department, Contracting Division for payment. 5. Contractor will refer any and all conflicts regarding the terms and conditions of the requirements of the contract for this position to the Contracting Officer for resolution. SCHEDULE OF WORK 1. The contractor shall provide 113 total units of service to include: a. Regular services as follows: Sunday services, 1 Protestant and 1 Catholic 104 b. Holiday and Special services as follows: Thanksgiving 01 Christmas 02 New Years 01 Good Friday 01 Holy Days of Obligation 02 Funerals & Memorial Services 01 Other services as needed 01 Note that this schedule is an estimated schedule. The Government reserves the right to modify schedule as needed. The Government shall provide the contractor a minimum of 7-days notice of change on schedule events and 24-hours notice of un-scheduled events (i.e.: Funerals) MISCELLANEOUS REQUIREMENTS 1. Contractor must agree to abide by the Code of Ethics and Code of Professional Standards of the American Guild of Organists. 2. Contractor shall be required to dress appropriately for participation in worship services. a. Appropriate dress for men is a suit with tie or sports jacket with tie or dress shirt and tie with slacks. b. Appropriate dress for women is a dress, suit or skirt with blouse. 3. Contractor will be required to comply with all reprinting and copyright laws. 4. Contract will begin on February 16, 2003 and end on September 30, 2003. 5. Contract may be terminated by either party upon thirty days advance written notice or by mutual agreement between the government and the contractor.
