Description
The U.S. Agency for International Development (USAID) intends to award multiple schedule Performance Based Blanket Purchase Agreements (BPAs) under the General Services Administration (GSA) Schedule. USAID anticipates transitioning a total of five requirements to the GSA Schedule that are currently Indefinite Quantity Contracts (IQCs). USAID is transitioning two sectors under the program titled, ?The Support for Economic Growth and Institutional Reform (SEGIR),? the sectors are: 1) Financial Services; and 2) General Business, Trade and Investment (GBTI). The remaining three are currently IQCs: 3) Integrated Water Resources Management; 4) Coastal Management; and 5) DHS Education Data. USAID reserves the right to exercise three five year options and to add contractors during the period of performance of these BPAs. Background and Timeline: 1)Background: The core objective for USAID financial-sector assistance remains one of fostering economic growth and poverty alleviation through improved financial intermediation. USAID must sharpen identification of impediments to the development of efficient financial intermediation, and target actions to eliminate these obstacles. Services Required: Capable firms must cover all aspects of financial-sector reform, including the following functional areas: Policy, Legal, and Regulatory Framework; Bank and Non-bank Intermediation, Bank Supervision, and Bank Restructuring; and Capital and Credit Market Development and Regulation. 2)Approximate Number of Awards: The Government intends to award up to 7 Blanket Purchase Agreements including one Small Business or 8(a). 3) Anticipated Value of BPA: $1 Billion 4) The Place of Performance: Worldwide 5) Timeline for posting of RFQ: USAID anticipates posting the Request for Quotes (RFQ) for 30 days on the GSA Schedule on or around November 17, 2003. Integrated Coastal Management ? Background and Timeline: 1) Background: Activities will address integrated coastal management, including (but not limited to) the policy, legal and institutional needs for sound coastal governance; ecosystem assessment and comprehensive planning and management; social and economic development strategies for coastal areas; and tools, and best practices; and sustainable fisheries and aquaculture, including (but not limited to) the ecologically sound management of fisheries and aquaculture; the policy, legal and institutional needs for sound management of the fisheries and aquaculture sectors; and production and environmental impact mitigation technologies needed for sustainable fisheries and aquaculture within an ecosystem-based approach. 2) Approximate Number of Awards: The Government intends to award up to 2 Blanket Purchase Agreements (BPAs) including one to a Small Business or 8(a) 3) Anticipated Value of BPA: $100 million 4) The Place of Performance: Worldwide 5) Timeline for posting of RFQ: USAID anticipates posting the Request for Quotes (RFQ) for 30 days on the GSA Schedule on or around November 17, 2003. Title of Project: Integrated Water Resources Management 1) Background: Provide support to USAID in carrying out all aspects of integrated water resources management, including the management of freshwater fisheries and aquaculture. The integrated nature of this project may require involvement in coastal resources management in those cases when coastal resources activities are included within a broader integrated water resources framework. 2) Approximate Number of Awards: The Government intends to award up to 4 Blanket Purchase Agreements (BPAs) including one small business or 8(a) 3) Anticipated Value of BPA: $1 Billion 4) The Place of Performance: Worldwide 5) Timeline for Posting of RFQ: USAID anticipates posting the Request for Quotes (RFQ) for 30 days on the GSA Schedule on or around November 17, 2003. Title of Project:General Business, Trade and Investment (GBTI) 1) Background: USAID's Bureau for Economic Growth, Agriculture, and Trade (EGAT) is dedicated to reducing poverty and promoting prosperity in developing and transitioning countries. EGAT's goals are to raise incomes, end hunger, protect the environment, and equip institutions and people with the knowledge and skills to build equitable and sustainable economies and societies. An important mechanism for achieving these goals is through General Business Development, Trade, and Investment. The GBTI component brings together world-class leaders, practitioners, and trainers in three main areas: general private sector development, trade and investment. These areas cover a wide variety of economic growth functional areas. GBTI adopts a client-driven, results-oriented and practical business-minded approach to private sector development, trade, investment to foster sustainable economic growth. Over the past five years, GBTI has tackled some of the most critical issues and challenges facing private enterprises in developing countries. 2) Approximate Number of Awards the Government Intends to Award: The Government intends award up to 6 Blanket Purchase Agreements (BPAs) of which includes one small business or 8A firm. 3) Anticipated Value of the BPA: $ 3 Billion 4) Place of Performance: World-wide 5) Timeline for Posting of RFQ: USAID anticipates posting the RFQ on the GSA Schedule in March 2004. Title of Project: DHS Education Data 1) Background: The purpose of DHS Education Data is to: (1) to provide basic education data, analysis, and reports from nationally representative surveys and smaller scale assessments, qualitative and quantitative, to guide developing country education policy making, program planning, monitoring, and evaluation; (2) to calculate education indicators; (3) to build in-country capacity for education data collection, analysis, dissemination, and use; and (4) to contribute to the improvement and standardization of international education statistics. It is expected that data and other outputs of the contract, such as reports and technical meetings, will be accessed and utilized by host country governments, USAID, multilateral institutions, other donors, and non-governmental organizations (NGOs) such as universities. 2) Approximate Number of Awards the Gov?t Intends to Award: The Government intends to award approximately one Blanket Purchase Agreement (BPA). 3) Anticipated Value of the BPA: $9 Million 4) Place of Performance: World Wide 5) Timeline for Posting of RFQ: USAID anticipates posting the RFQ on the GSA Schedule in January 2004. Task Orders will be issued under the BPAs and they will be either Firm Fixed Price (FFP) or Time and Materials type pricing arrangements. The agreements will primarily be performance based. Applicants shall give special consideration to teaming and subcontract arrangements. NAIC Codes are determined based on the Schedule of application. Large business firms will be required to establish a graduated small business subcontracting goal of as much as 20%, 25%, 30%, 35%, and 40% over the five year period of performance. If options are exercised these goals will be in accordance with the small business subcontracting goals established under GSA Schedule which are currently 40%. USAID intends to award a separate Indefinite Quantity Contract in accordance with FAR Part 15 ? Contracting by Negotiation for the administration of the Grants under Contracts to support the work being accomplished under the BPAs. Their will be Grants under Contracts under the following requirements: Financial Services, Integrated Coastal Management, Integrated Water Resources Management, and General Business, Trade and Investment. The BPA prime holder will collaborate with the USAID/IQC holder on issuance of these awards. USAID intends to award up to two Indefinite Quantity Contracts resulting from this solicitation, one small business and one 8(a). The anticipated period of performance will be three years with two one year options. USAID will hold a Public Forum on October 28, 2003 from 9:30 a.m.?11:30 a.m. at the Crystal City Gateway Marriott, 1700 Jefferson Davis Highway, Arlington, VA 22202, (703) 920-3230. Registration for the Public Forum is being handled by the Professional Services Council. Interested firms are required to register for this event by completing the attached form (See attachment 1) and fax back to the attention of Ms. Melissa Browning at (703) 875-8922. Walk-ins are welcome; however, priority seating goes for those who pre-register. Seating is limited. Please register by noon on October 27, 2003.
