Description

This is Amendment 1 for the combined synopsis/solicitation R1-04-02 for commercial item supplies PADLOCKS AND CYLINDERS prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THE CLOSING DATE IS EXTENDED TO NOVEMBER 25, 2003. DELETE ITEMS 009A, B, C, D, and E Cylinder (Yale 1109 or Equal) - QTY 200; and ITEMS 010A, B, C, D, and E Standard Door Lock (Yale 88 or Equal) - QTY 50; and FAR Clause 52.225-3 Buy American Act. ADD AGAR Clause 452.216-73 - Minimum and Maximum Contract Amounts: During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $2000 (with the exception of Line Item 011A-E), but not in excess of $150,000. per year., and FAR Clauses 52.225-5 Trade Agreements; 52.225-6 Trade Agreement Certificate; 52.225-8 Duty Free Entry; 52214-34 Submission of Offers in the English Language; 52.214-35 Submission of Offers in U.S. Currency; See Note 12. The following Q&As are also provided: 1.Q. Is the reference to FL265525 the actual Key Bitting the locks will be keyed to? A. The correct references should be FL26525. The reference FL 26525 is the actual key bitting the locks are keyed to. This is a restricted keyway. 2.Q. If the above is correct what specific keyway are the locks and cylinders in Yale terminology? A. The specific keyway and cylinders are listed in Yale terminology. 3.Q. Are the items 005a, 006a 007a & 008a all to be keyed to the same key as the padlocks as well, or what specific keyway pertains to these line items? A. All items will be keyed to the specified keyway. 4.Q. Can you elaborate further on line item 010a specifically model #88 lock, is there another model # cross reference as this is not listed in the current price book? Delete Items 009A-E and 010A-E. 5.Q. The same question pertains to 011a items 1813 and 3511 do not seem to be listed in the current pricing either. A. The #3511 a or b is a bolt lock which takes the 1813 cylinder. 6.Q. Will partial awards be considered? A. Due to the criticality of obtaining compatible smooth working locks and cylinders, partial awards will not be considered. 7.Q. Our company could competitively supply the goods but the 60 day initial delivery schedule eliminates us right from the very beginning. A. The 60 day delivery schedule is a firm requirement. 7.Q. What does ?the restrictions on certain foreign purchases? do to goods made in Taiwan or China? Are they affected and if so to what extent? Is this a Buy American Contract? A. See changes to FAR clauses referenced above. Under the Trade Agreements Act, only U.S. made end products or eligible products may be acquired. For additional information on Buy American Act and Trade Agreements Act, please reference FAR Part 25 - Foreign Acquisition. All FAR clauses and references can be found at http://www.arnet.gov/far/ . All other terms and conditions remain unchanged.
