- NA The Volpe National Transportation Systems Center (Volpe Center), an agency of the United States Department of Transportation (DOT), supports the modal administrations of the DOT through the conduct of engineering studies and research and development activities necessary to evaluate and improve transportation safety and performance. The Volpe Center, located in Cambridge, MA, intends to lease a Cessna 206H aircraft to support Federal Aviation Administration Flight Standards Service (AFS-400) initiatives. This proposed action is for a lease for which the Government intends to solicit and negotiate on a sole source basis with Masse Aviation, Inc. under authority in FAR Part 6.302. The applicable NAICS code for this requirement is 532411. This procurement will be conducted using Simplified A cquisition Procedures in FAR Part 13. The purpose of this acquisition is to lease a Cessna 206H aircraft, model year 2000, for the purpose of gathering data for the Federal Aviation Administration AFS-400 Flight Standards Service. This research will evaluate the single-pilot use of the Cockpit Display of Traffic Information (CDTI) in scenarios that replicate visual and instrument approaches to an airport while maintaining Air Traffic Control (ATC) assigned separation from a leading aircraft. The aircraft shall be leased for a base period of three (3) months, with the option for three, 3-month extensions. The aircraft must be in proper operating condition with all certifications current, required inspections complied with, and complete logs and required documents available. The engine, pro peller, and airframe must each have less than 2000 hours flight time since overhaul. The aircraft must also be in good interior and exterior condition. The following equipment must be installed in the aircraft: Complete dual flight controls with copilot brakes, a dual vacuum engine system, 3-axis autopilot with nav couplers and altitude hold, and standard IFR avionics including dual vhf navcoms, 6-place intercom, audio panel, marker beacons, glideslope, and a transponder with Mode C. The aircraft shall also include the following equipment, which was installed by the Government during a previous lease: Shadin Digidata, 750-watt 115VAC converter, Slaved Horizontal Situation Indicator, C129 IFR GPS navigator with course select via HSI course arrow, UPSAT GX60 with annunciator wired to HSI or CDI, MX20 with GPS card, data ports (Air Data, GX60, and 2nd GPS), external antennas for GPS and ADS-B datalink, and a Universal Access Transceiver for ADS-B. With the exception of the Universal Access Transmitter, this equipment will not be uninstalled, and it will remain with the aircraft when it is returned to the Lessor. This notice of intent is not a request for competitive quotes. Detailed specifications will be set forth in the solicitation. A single award will result from the solicitation.
