Description
NASA/GRC has a requirement for an Upgrade from Vic-2D to Vic-3D Optical Strain Measurement System, including on-site installation and training and 1-year technical support with software upgrades. NASA/GRC intends to purchase the items from Correlated Solutions of West Columbia, South Carolina. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The hardware, software and services required will upgrade existing Government-owned equipment originally provided by CSI. The original equipment hardware configuration and software is proprietary to CSI. The upgrade required must function seamlessly with the existing 2D system. Data available is not adequate to assure that a separate system, if procured from another manufacturer, will perform the required function in the system as the parts to be upgraded. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 5, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
