Description
This initiative is for the establishment of a successor to a previous Corporate Contract. The acquisition will be solicited in accordance with FAR Part 12 (due to commerciality), as an unrestricted Indefinite Quantity Type Contract, using Other Than Full and Open Competition under 10 USC 2304(c )(1), for the procurement of various NSNs/Non-NSNs, regardless of awardee, which have historically been supplied by O?Gara-Hess & Eisenhardt (6W728) or for which O?Gara-Hess & Eisenhardt is an approved source. The current population consists of 1327 items. Additional items may possibly be added in future phases. There are 48 items in the current population, has been identified for ?Surge and Sustainment?, which will be included as an evaluation factor. The contract will have a three-year base period followed by 2 (two-year) option periods. The total duration (base plus Option years) shall not exceed 7 years. The resulting contract will be awarded on the basis of both Direct Vendor Delivery (DVD), and Stock Replenishment. Vendors proposals are to reflect the Government?s required delivery schedule to support UMMIPS, with deliveries of 2, 5, or 10 days for vendor managed inventory, depending on IPG Priority. Government?s requested delivery schedule for Stock Replenishment is 30 days. Offers should be based on FOB Destination. Adequate specifications, plans or drawings are not available. All items in the population will be available for download on or before November 15, 2003, under the ?Acquisition Download? menu item on the DSCC Internet Bid Board (DIBBs) under the heading ?DSCC Corporate Contract Solicitations?. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
