Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations (FAR) Circular 01-15. This solicitation #041052001 is issued as a Request for Quotations (RFQ).The United States Department of Agriculture intends to award a sole source to Mr. John Markham for the delivery of 2002 Census of Agriculture products with special emphasis on the Volume 1 CD and the Highlights and Profiles Publications; providing knowledge resource and other assistance with preparations for NASS E-Government initiatives; and providing assistance and backup support to Publication Systems users and the Michigan SSO. 2. Scope/Performance Standards/Deliverables Work shall be accomplished mainly from the NASS Michigan Field Office, to provide support for that office. The normal 8-hour work day schedule is flexible to meet NASS needs, generally conforming to the NASS core work hour schedule of 9:00 a.m. to 3:30 p.m. Location and work hours may vary based on project needs, and will be determined with contractor participation by the NASS assigned Supervisory IT Specialist. The desired outcomes and performance measures are as follows. a. Develop a master CD for 2002 Census of Agriculture Volume 1 Publications including data preparation and coding. CD met or exceeded query functionality offered in the 1997 Census of Agriculture Volume 1 CD. CD master delivered to meet NASS publication date of Spring 2004 as stated on NASS web-site (www.nass.usda.gov). b. Provide NASS business knowledge assistance and systems knowledge support in preparing both a Highlights and a Profiles Publication for each State and each county within each State to meet NASS 2002 Census of Agriculture publication schedule. c. Provide assistance and guidance with preparations for NASS E-Government initiatives by: - providing a systems tool, including user support and training, to re-code and consolidate data from legacy NASS Estimates Databases to the NASS macro-level Data Warehouse as needed. - providing NASS business knowledge resources and technical research support as needed to help meet the NASS Enterprise Calendar project time lines. d. Provide NASS business knowledge resources, technical assistance and backup support - for current NASS publication systems including support for the implementation of Field Office Review Team recommendations - and for NASS Michigan Field Office to meet office processing schedules. The proposed Contractor shall plan the assigned projects, dealing with the NASS Publication Tools and 2002 Census of Agriculture Publication. Upon receipt of project proposals for official IT comment, the contractor shall analyze the impact on area of responsibility and related areas; identify omissions and errors in requirements; and related areas; and plan and coordinates feasibility studies. This involves observation of work processes, consultation with technical experts (both within and outside the Agency), and testing on NASS Standard Processing Technology (SPT) or proposed SPT platforms and software. The proposed Contractor shall advise users on alternate approaches or modification of work processes to be automated, and provide training and support for use of Publication Tools as needed. Any user interfaces and business rules are clearly defined and presented to the system developers. System review and enhancement implementation cycles must match scheduled agency statistical program review and change cycles. The proposed contractor shall coordinate the development and writing and/or write IT programs which are complex in nature, and insure that the programs meet technical and performance requirements. The contractor shall develop and maintain IT documentation. The contractor advises group members on technical matters, and calls to the attention of the supervisory IT specialist or other appropriate official any unresolved interfaces or other potential problems outside assigned areas. The proposed Contractor shall work with NASS application developers, coordinators, and network support staff providing consistency in application system updates. The proposed Contractor shall provide technical guidance to personnel assigned to the specific project. This includes providing or coordinating the training of personnel required to utilize or improve the utilization of systems applications. The training may be classroom style, individual or computer based. Training shall be held in the most cost effective location for NASS. The proposed Contractor shall develop and maintain guidelines and standards pertinent to the specified work. The Contractor shall ensure the applications meet agency technical standards, as specified in the NASS SPT Policy and Standards Memoranda, as well as publication standards set by the NASS Agricultural Statistics Board and Security Officers. The proposed Contractor shall prepare and present status reports to management on a weekly basis, as per guidelines of the ITD-ESSB-EPSS Individual Activity Reporting, and as required by the NASS ITC or project teams. The proposed Contractor may perform various other duties as a member on ad hoc groups dealing with requirements or specifications in areas specifically assigned. This includes, but does not limit to, the evaluation of current agency hardware and software, the development of requests for proposals, and the evaluation of subsequent vendor responses. The proposed Contractor may collaborate with other Agency and/or private industry professionals as necessary to support the assigned work activities. The proposed Contractor shall serve a technical expert and advisor to meet NASS program changes, in matters pertaining to functions and activities for which this work is contracted. Feb. - Sept., 2004 Provide NASS business knowledge resources, technical assistance and backup support - for current NASS publication systems including support for the implementation of Field Office Review Team recommendations - and for NASS Michigan Field Office to meet office processing needs.
