- DESCRIPTION: Potential Sources Sought. This is not an RFP. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources who can: (1) deliver a localized roughness software (?bump finder?) with a fully user customizable analysis option that allows incorporation into ProVAL, an engineering software application that allows users to analyze longitudinal profiles obtained from inertial profilers; (2) demonstrate the bump finder to FHWA and designated state agencies, indicating the benefits and potential pitfalls of the software method; (3) provide implementation guidelines with basic specification language that an agency could use/modify the bump finder for its own Ride Quality smoothness specifications where ?bump finding? is required; (4) train representatives from FHWA and designated state agencies, complete with ?transportable? training package, in the use and application of the bump finder; (5) draft a field users guide, which will provide instructions for field engineers and contractors who will interpret the output of the bump finder; and (6) provide any modifications to the field users guide that are recommended by the pooled fund participants. The government has identified the following technical requirements, which state the bump finder should contain an algorithm that: (1) provides a means of locating and quantifying undesirable roughness on a roadway; (2) indicates to a contractor/agency/owner what rough features cost, expressed in terms of contribution to the roughness of the pavement and in dollars of lost incentive pay; (3) suggests a strategy for corrective action when a bumps or dips are found using a profilograph, which would include an assessment of the contribution of the bump/dip to the overall roughness, the expected outcome of grinding, the optimal corrective strategy for eliminating roughness caused by a bump/dip, and the length and depth of the grind. Overall, the bump finder is expected to set forth criterion for identifying localized roughness and prioritize the use of a grinder (a should-grind locator). The estimated period of performance for the project is nine months. The FHWA is seeking information on existing localized roughness software.
