- This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A written solicitation will be issued. The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular 2001-09. Thw associated NAICS code for this requirement is 511120, and the associated small business size standard is 500 employees. The Air Force requires a non-personal services contract for placement of new and renewal subscriptions for domestic and foreign serials and periodicals (in paper format, unless otherwise indicated). These subscriptions are primarily, but not limited to, scientific/technical publications, and are in direct support of the Air Force Institute of Technology (AFIT) faculty research and student thesis or dissertations research programs. The Contract Line Item Number (CLIN) is 0001, Subscription Renewals. See Attachment 1 for subscription titles and quantities. Delivery (FOB Destination) is required to AFIT/LDS, Academic Library, 2950 P Street, Wright-Patterson AFB OH 45433-7765. The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. Addenda to this provision: Delete paragraphs (e), Multiple Offers, and (h), Multiple Awards. Only one award will be made, and on an all-or- none basis. The provision at 52-212-2, Evaluation--Commercial Items, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, and the clause at 52.212-5--Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Proposals will be evaluated, and an award will be made, to the lowest-priced, technically acceptable, and responsible offeror who meets all the criteria in the solicitation. The solicitation will be issued on or about 6 Nov 2003. Mr. Michael Higgins has been appointed ombudsman to hear concerns during the proposal development. The purpose of his office is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the Contracting Officer. The Ombudsman does not participate in the preparation of the solicitation, the Statement of Work, or the evaluation of proposals. Mr. Higgins can be reached at 937-255-6005.
