Description
Headquarters Air Force Space Command funded the Operationally Responsive Spacelift (ORS) Analysis of Alternatives (AoA) for FY03. The ORS AoA began preliminary study activities in fall of 2002. Preliminary results solidified the need to kick-off the ORS AoA in Mar 2003 with a planned completion date by Mar 2004. Numerous organizations are supporting the ORS AoA effort. AFSPC/DR is the lead, with help from AFSPC/XO/XP/IN, SMC, SAWC/SB, ASC, AFRL, NASA, and USSTRATCOM, among others. The ORS effort plans to conduct an AoA in a shorter time span and with less cost than traditional AoAs by establishing the military utility of the concept at the beginning and then analyzing the concept solutions from there. The ORS AoA effort will examine and develop requirements to provide responsive spacelift support to the warfighter. Operationally Responsive Spacelift is a transformational concept to launch, maneuver, service, and retrieve space payloads to enhance military effectiveness. ORS will, for the first time, give the Joint Force Commander (JFC) tactically responsive space capabilities to support Area of Responsibility (AOR) effects-based operations. The ultimate goal is to lift and deploy responsive payloads meeting the JFC needs. This requires lift sortie turn times similar to aircraft and payloads that are ready for operational use within hours or a few days after reaching orbit. ORS supports all space mission areas: Force Application, Force Enhancement, Space Support, and Counterspace. NASA and AFSPC are collaborating on the ORS AoA and identifying processes, technology and/or subsystems that are applicable to both the military force application and civil space flight programs. Colonel Pam Stewart, the ORS AoA Study Director, will brief the interim update of the AoA. It is currently schedule to be briefed on Monday, 4 Nov from 1005 to 1055.
