- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number FA4479-04-T-0032 on all communications concerning this procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. This solicitation is 100 percent Small Business Set-Aside, the associated Standard Industrial Classification code is 7381/NAICS is 561612 and Small Business Size Standard is $10,500,000.00. The attached Statement of Work (SOW) for Night Monitor Service is for the Education Center, McChord AFB, WA, 98438 is posted on EPS. The proposed contract type is for a Blanket Purchase Agreement (BPA). Performance Period of Five Years: 01 December 2003 ? 30 November 2008. FOB: Destination. The date, time and place offers are due: 4:30 P.M. on 20 November 2003 to 62 CONS/LGCB, PO Box 4178, McChord AFB, WA 98438-0178; or Fax to 253-982-5053, Attn: Kaye Moorman. ****** STATEMENT OF WORK Non-Personal Services Contract for Base Education Center Building Monitor 1. DESCRIPTION OF SERVICES: Non-personal services contract in support of the U.S. Air Force voluntary off- duty education program at McChord Air Force Base. The contractor will serve as Building Monitor for the third and fourth floors of Bldg 851. 2. PERIOD OF PERFORMANCE: Contract start date is 1 Oct 2003 through 30 Sep 2004 3. QUALIFICATIONS: Must be capable of performing light physical duties, such as moving audiovisual equipment, tables and chairs. Must be at least 18 years old. Must be able to communicate in English with educators, students, and Base Education Center (BCE) staff members. Must be available to work evenings and weekends. Must meet McChord AFB on-base access requirements, as well as other security standards the base might impose. 4. SPECIFIC TASKS: a. Provides access services on the third and fourth floors of Bldg 851 for evening college classes on Monday through Friday and for daytime classes on weekends. Access services involve unlocking and locking Education Center facilities on the third and fourth floors of Bldg 851. b. Checks-out instructional equipment to faculty members as required. When faculty members report that equipment is damaged, malfunctioning, or in need of service, the Building Monitor will note these conditions in a Equipment Maintenance Log provided by the Education Services Officer, or designated representative. The BEC will be responsible for having the equipment fixed, serviced, or replaced. c. Notifies Customer Services section (phone no. 2-5739) of Base Civil Engineering in the event of an emergency situation, to include power failure, flooding or water leakage, fire or smoke, or the detection of fumes or noxious odors. d. Notifies faculty members and students of messages, phone calls, and mission alerts or recall activities. e. Directs students and faculty members to assigned rooms. f. Monitors activity in the lobby, administrative areas, hallways, classrooms and labs to minimize the potential for disruption of academic activities, as well as to protect resources belonging to the Air Force and the academic institutions. g. Will notify Security Forces Personnel (phone number 2-5624) to request their assistance in the event it is necessary for them to quiet disruptive behavior, secure resources belonging to the government or collegiate resources, or remove unauthorized personnel from the ESC. In the event of a life threatening emergency, the Building Monitor will summon help by calling 911. h. At the conclusion of classes, cleans whiteboards, reconfigures classroom furniture to pre-class configuration, shuts windows, checks classroom equipment, turns out lights and locks classroom doors. Secures entry to the ESC by ensuring that stairwell entryway doors are locked, and by locking the double wooden doors that separate the elevator tower from the Education Center lobby. Annotates a Security Logbook provided by the ESC staff to verify security measures that were taken at the conclusion of classes, and returns logbook to a designated inbox for review by ESC personnel on the next duty day. i. When not directly performing one of the duties described in items (a) through (h) above, the contractor will be present at a duty station within the ESC that has been assigned by ESC staff. Assignment at the duty station is intended to make the Building Monitor accessible to instructors and students. 5. WORK HOURS/DAYS: The government will determine the number of units required each week, and will notify the contractor of the intended work schedule no later than Monday of the preceding week. The contractor will be available to perform on an on-call basis. Normally a maximum of one unit will be performed in one calendar day, with a maximum of nine units per week. a. Weekdays: Units may be scheduled Monday through Friday between he hours of 1645 and 2245. A weekday session will not begin prior to 1645, nor end after 2245. Units may be called for on federal holidays if classes are in-session. b. Weekends: Units may be scheduled on Saturday and Sunday between the hours of 0730 and 1300, as well as between 1300 and 1830. The first unit will not begin prior to 0730 nor end later than 1300. The second unit will not begin prior to 1300 nor end after 1830. 6. TRAINED SUBSTITUTES: If the contractor is unavailable to provide a unit of service as called for, the contractor is responsible for providing a trained substitute to perform the required duties. Training of the substitute is the responsibility of the contractor. 7. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials mutually agreed upon for the fulfillment of this contract.
