Description
NAVAIR NAWCAD Lakehurst intends to enter into a sole source Delivery Order with the Bell-Boeing Joint Program Office (JPO), Patuxent River, MD, for the design, development, testing, production, installation, training, and maintenance of Consolidated Automated Support System (CASS) Test Program Sets (TPS) in support of both the Air Force (CV) and Marine (MV) V-22 Osprey Aircraft Program. This Delivery Orders for the design, development, and production of approximately twenty (20) Operational Test Program Sets (OTPS) Support Equipment Recommendation Data (SERDs) and approximately seventy (70) Aircraft Shop Replaceable Assemblies (SRA) CASS TPS, as well as the production of three (3) MV-22 Aircraft OTPS to support two (2) Depot-level sites and one (1) Fleet Support Test (FST) site. These TPS will provide Depot-level fault detection, isolation, and repair capabilities for SRA assemblies necessary to support the v-22 Aircraft. The hardware and software to test the SRA assemblies will be fielded to the US Navy and Marine Corps sites as a set. The Government intends to procure this equipment and services under the authority of 10 USC 2304 (c) (1), as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. This is newly identified support equipment, for which Bell-Boeing, the original Aircraft equipment manufacturer, has developed the required data and software. The Government is not in possession of this necessary design and development data and software. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to design, develop, test, produce, install, and maintain all needed CASS components, subassemblies, assemblies, and provide the hardware and software integration required to maintain and repair V-22 Aircraft systems.
