- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to enter into fully competitive negotiations with qualified sources of supply. The NAWCADLKE intends to procure nine (9) Pressure Fill Tank Pre-oilers. They are to be used on the V-22 aircraft. The purpose of the pressure fill tank pre-oiler is to provide a three (3) gallon capacity pre-oiler for use in servicing aircraft engines, airframes and for filling pressure oil systems. The pre-oiler unit consists of the following items: a reservoir assembly, filler cap, bleeder plug, filter, pump, pressure gage, flowmeter, bleed valve, relief valve, discharge hose assembly, drain bottle assembly and an air vent. The preoiler provides a dispensing rate of not less that one and inch nozzle. Line pressure is produced by a hand operated pump. The oil reservoir provides storage of three (3) gallons of lubricating oil. The filler cap assembly adapter is removable and is used as an access hole for cleaning out the reservoir. A sight glass is located on the reservoir tank to indicate the level of oil in the tank. A bleeder plug on the bottom of the reservoir permits draining of the oil. An oil filter is equipped with a replaceable micronic filter element and is placed in the line between the meter and the hand pump outlet. A hand-operated piston type pump provides oil line pressure up to 100 PSI. The oil pressure gage indicates the oil line pressure. The oil meter is capable of metering oil in two (2) ounce increments. The outer scale is calibrated in quarts. A manually operated push button bleed valve is provided to relieve pressure on the meter and discharge hose and bleeds back into the reservoir. A relief valve protects the filter and pressure gage. A six (6) foot length of one-half (.5) inch metal clad hose is provided for discharge. A complete drain bottle assembly is provided for the return oil from the external system being lubricated. The pressure fill tank pre-oiler is approximately seventeen (17) inches high, twenty-one (21) inches long, fourteen (14) inches wide and weighs approximately thirty two (32) pounds. The contractor shall supply all labor, equipment and consumable supplies to manufacture in its entirety. The Government does not own data rights or technical drawings. The Government is anticipating a Firm Fixed Price type contract. Inspection and acceptance shall occur at source. All finished Pre-Oilers are to be shipped FOB destination by 03 JAN 2004. In addition, the packing/packaging will be best commercial practice. A Request for Quote (RFQ) will be faxed upon request. However all requests must be received within 15 days. Responses should reference N68335-04-T-0001. The RFQ will NOT appear on NAVAIR homepage. N68335-04-T-0001 will be issued on or about 15 December 2003.
