Description
In accordance with FAR 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,' the Office of Naval Research (ONR) intends to enter into a contract with Electric Boat Corporation, Groton, CT. This is not a competitive request for proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The instant procurement is in support of ONR Code 334, Ship Hull, Mechanical & Electrical Systems S&T Division. The contract award with Electric Boat (EB) Corporation (a division of General Dynamics) will be for a period of performance for approximately five (5) years. This requirement will be awarded on a cost plus fixed fee level of effort basis. This effort will support ONR's Future Naval Capabilities of Fleet and Force Protection specific to the COMSUBLANT/COMSUBPAC Command Capability Issues (CCIs) of Stealth, Survivability and Security by providing the capability to reduce boat signatures. The effort will entail physics-based research and performance evaluations relative to naval architecture, structural engineering, signatures, hydrodynamics, marine engineering, systems and subsystems definition, boat designs and arrangements, and technology impact on cost and other technical considerations. EB will perform assessment studies relevant to research and evaluating emerging technologies for use in future submarines. Only EB can perform the required boat integration and impact assessments. EB was the lead design yard for the VIRGINIA class SSN and as such alone possesses up to date design information, design tools, and knowledgeable personnel to address critical submarine weight and balance assessments impacting the introduction of introducing new technologies. Note 22 applies.
