Description
The work involves furnishing of all labor, materials, equipment, permits, and services necessary to modernize seven (7) traction elevators in Building A and seven (7) hydraulic elevators in Building B of the Main Post Office in Cincinnati, Ohio, in accordance with USPS approved specifications and drawings. Construction will be phased so that in each building, at most two (2) elevators may be worked on at one time. Traction elevator work includes, but is not limited to, modernization of five (5) traction freight elevators and two (2) traction passenger elevators, including new geared traction machines with motors, solid state motor drive systems (VVVF), spring buffers, microprocessor-based selective/collective system controllers, car and hoistway doors, car and counterweight guides, governor, hoist ropes, platforms, and car enclosures. Retain and reuse car rails, counterweight rails, car slings, counterweight frames, and hoistway entrance frames. One (1) additional traction elevator placed out of service. Hydraulic elevator work includes, but is not limited to, the modernization of four (4) hydraulic freight elevators and three (3) hydraulic passenger elevators, including new hydraulic power units, oil reservoirs, pumps, motors, plungers, cylinders, spring buffers, microprocessor-based selective/collective system controllers, car and hoistway doors, car guides, clutch, platforms, and car enclosures. Retain and reuse car rails, car clings, and hoistway entrance frames. All elevators, traction and hydraulic, to be provided with firemen service operation. Non-elevator specific work includes, but is not limited to, providing new doors and hardware, providing a fire-rated partition, demolition of equipment, providing gravity and powered emergency ventilation for hoistways, providing elevator lobby smoke detectors, and lighting and communications in machine rooms. The estimated cost of the project is between $3,600,000 and $4,000,000 with construction completion within 650 calendar days from receipt of notice to proceed. Work will be performed during a 24/7 mail processing operation. Contractors must have ten years experience in elevator repair upgrades and total replacements, as well as multi-story experience. Special consideration will be given to prior experience in repairing, maintaining, and upgrading elevators in government facilities. The contractor must be licensed for this type of work in the State of Ohio. Award will be based on price and evaluation factors that include past performance, experience, resources, and project management, as outlined in the solicitation package. Participation with woman-owned businesses and minority-owned businesses is encouraged. A PRE-PROPOSAL MEETING WILL BE HELD AT THE SITE (AT THE ENTRANCE TO BUILDING B) ON DECEMBER 9, 2003, AT 10:00 A.M.
