Description

The U.S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Affiliated Computer Services, Inc. (ACS), One Curie Court, Rockville, MD 20850 to support HUD's Debt Collection and Asset Management System (DCAMS - F71/F71A) and Home Equity Conversion Mortgage (HECM - F12). The technical support services being procured requires a contractor to: 1) analyze client DCAMS and HECM applications, 2) troubleshoot and provide recommendations for improving and automating DCAMS and HECM processes and core routines, 3) perform operational support, 4) provide secondary cycle support, 5) develop design documents and customize DCAMS and HECM software to support user requirements, 6) provide DCAMS and HECM software maintenance support to existing ACS source code and develop formal software release with notes and documentation, 7) conduct unit and system testing for all custom DCAMS and HECM software releases for quality assurance, 8) integrate DCAMS and HECM baseline upgrades into the HUD environment and, 9) provide support for DCAMS and HECM off-line batch processing. The sole source award will be procured pursuant to FAR 6.302-1(a)(ii)(B). Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed type of contract award is a firm-fixed price. The period of performance will be twelve (12) months with four (4) 12 month option periods.
