- The FAA, Cleveland Air Route Traffic Control Center, Oberlin, Ohio is seeking qualified asbestos abatement removal contractors, licensed in the state of Ohio for the purpose of removal, encapsulation, enclosure, demolition, and maintenance of structures of components covered by or composed of asbestos containing materials. THE CONTRACTOR MUST CARRY $5 MILLION PER OCCURRENCE COMMERCIAL GENERAL LIABILITY INSURANCE AND HAVE A MINIMUM OF THREE (3) YEARS OF SUCCESSFUL ABATEMENT EXPERIENCE WORKING IN THE STATE OF OHIO. The work includes, but is not limited to: the construction of temporary enclosures to isolate the work area, the establishment of negative-air pressure within the isolated work area, the removal of ACM from the isolated work area, and the packaging and legal disposal of the removed ACM from the FAA facility. ACM areas include: Material Quantity 1051 Floor Covering & Mastic 6,750 SF (Plan Area) 1051 Perforated Cement Wall Panels 2,700 SF Attic (Roof Decking) Asbestos FP Over Spray 315 SF (Plan Area) Attic (On Wall) Asbestos FP Over Spray 240 SF Bridge Level (On Wall) Asbestos FP Over Spray 425 SF Bridge Level Window Glazing/Caulking 240 LF 1051 and Bridge Level Tectum Panels 850 SF Attic Insulation Materials 315 SF (Plan Area) Attic Mech., etc. Systems 315 SF (Plan Area) Attic Mudded fittings, etc. 95 EA Attic Black Glue on Ducts 1300 SF Attic Vibration Collars 10 EA Offer range is between $600,000 to $850,000 with a performance time of approximately 6 months. Project start is expected to be in March/April 2004 timeframe. Interested firms should request a pre-qualification Screening Information Request (SIR) Application No. DTFAGL-04-R-34450. Requests will be honored via fax (847/294-7801) or letter only. No telephone requests will be accepted. REQUESTS FOR THE SIR APPLICATION PACKAGE WILL BE ACCEPTED ON OR BEFORE CLOSE OF BUSINESS NOVEMBER 5, 2003. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by January 2004. For informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
