- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. The NAIC Code is 325199 and the size standard is 1,000 employees. This is a 100% Small Business Set-Aside. If there are no offers received from a small business concern, this acquisition for small business set-aside may be dissolved and the acquisition open to all responsive bidders. NOTE: This acquisition will not be Eposted to the Electronic Posting System if the acquisition is dissolved for 100% small business consideration. This solicitation contains one line item as follows: CLIN 0001; 12, 000 gallons x ____ per Gallon = _________ (Not-To-Exceed). Item Description: Item: Deicer, Used For: Lavatories on aircraft. MFG: Jarchem Industries Inc., Product Number JarGrip 2000 ? Clearway 1 is a potassium acetate based fluid. It is an environmentally friendly alternative to ethylene glycol based fluids. In addition to eliminating the problems found with chlorides present in rock salt and calcium chloride, it also eliminates problems caused by urea in environmentally sensitive areas. (OR EQUAL) The contractor must be able to pump the 4,000 gallons into a Government furnished storage tank. The contractor must ship 3 separate 4,000 gallon shipments. Place of Performance: Andrews AFB MD. Period of Performance 1 Oct 03 ? 30 Sep 04. Deicer must be in compliance with all Federal, State, and Commercial Standards. FOB Destination. The provision at FAR 52.212.1, Instructions to Offerors, applies to this acquisition, with an addendum. Multiple offerors and awards are hereby deleted from this solicitation. The offeror agrees to hold the prices in its offer firm until 30 Sep 04. The Government will award a purchase order resulting from this RFQ to the most responsive and whose offer is the most economical. Offers should be limited to 3 pages to include the Offeror Representation and Certifications. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. The following clauses apply to this solicitation: FAR 52.212.4, Contract Terms and Conditions Commercial Items, with addendum; 52.212-3, Notice to Supplier and 52.232-18, Availability of Funds.
