- INDIVIDUAL RECRUITMENT ONLY AGENCIES NEED NOT APPLY 1. APPLICATIONS ARE INVITED FOR THE POSITION OF STAFF ACCOUNTANT, NATO GRADE B-5, POST NUMBER SR-8243, ON THE STAFF OF THE SUPREME ALLIED COMMANDER TRANSFORMATION (SACT), NORFOLK, VIRGINIA, USA. 2. DUTIES/RESPONSIBILITIES: REPORTS TO FINANCIAL REPORTS AND SYSTEMS MANAGEMENT ACCOUNTANT. A. PROVIDE AND PERFORM THE FOLLOWING TYPES OF SERVICES: REVIEW UNLIQUIDATED OBLIGATIONS; RECONCILE CONTRACTS; MANAGE REIMBURSABLE ORDERS; ANALYZE REPORTS; REVIEW AND RECONCILE SUBSIDIARY LEDGERS; TRAIN NON-FINANCIAL PERSONNEL ON FINANCIAL RESPONSIBILITIES; ASSIST FUND MANAGERS ON THE PROPER USE OF FUNDS; AND/OR ADMINISTER NATO-WIDE CHARGE CARD PROGRAM. B. COMMIT FUNDS FOR PURCHASE REQUESTS, ENSURING EXECUTION OF BUDGET WITHIN APPROPRIATE CHAPTERS, ITEMS AND SUB-ITEMS AS AUTHORIZED IN THE APPROVED ACT ANNUAL BUDGETS. C. RECONCILE BANK STATEMENT ACTIVITY WITH SACT GENERAL LEDGER TRANSACTIONS FOR HOST NATION ACCOUNTS AND FOREIGN CURRENCY ACCOUNTS. D. MAINTENANCE OF SACT SUBORDINATE COMMANDS' OPERATING FUND BALANCES INCLUDING MONITORING OVER-EXPENDITURES, PROCESSING REPLENISHMENTS, AND EFFECTING TRANSFERS BETWEEN INDIVIDUAL BUDGET LINE ITEMS. E. PROCESS PAYMENTS TO VENDORS FOR VARIOUS SERVICES INCLUDING UTILITIES, LEASED COMMUNICATION CIRCUITS, EXPRESS MAIL, NATO TRAINING, CREDIT CARDS, AND PETTY CASH. F. COMPILATION OF FINANCIAL DATA AND TEXT JUSTIFICATIONS AND COORDINATION WITH ACT STAFF IN THE PREPARATION OF THE MID-YEAR REVIEW OF EXECUTION OF ANNUAL BUDGETS. G. RECONCILIATION OF BALANCE SHEET ASSET AND LIABILITY BALANCES INCLUDING PREPARATION OF ACCOUNTS RECEIVABLE AGING REPORTS AND OTHER EXTERNAL REPORTS TO FUND MANAGERS. H. PROVIDE ANALYSIS AND ADVICE REGARDING ACCOUNTING PROGRAMS, FINANCIAL SYSTEMS, OR PUBLIC SECTOR OPERATIONS. I. ASSIST IN DEVELOPMENT OF ACT ACCOUNTING POLICIES AND ADVISE ON THE ACCURACY OF DISCLOSURE DOCUMENTS AND THE FINANCIAL CONDITION OF THE HEADQUARTERS AND SUBORDINATE COMMANDS. J. PROVIDE ADVICE ON THE EFFECTS OF NEWLY PROMULGATED INTERNATIONAL PUBLIC SECTOR ACCOUNTING STANDARDS (IPSAS), NATO FINANCIAL REGULATIONS OR THE REQUIREMENTS OR STATEMENTS OF CENTRAL OVERSIGHT AGENCIES SUCH AS THE NATO INTERNATIONAL BOARD OF AUDITORS. K. ASSIST FISCAL MANAGEMENT IN PERFORMANCE OF YEAR-END CLOSING FINANCIAL PROCEDURES. L. TRAIN MILITARY STAFF ASSIGNED TO THE ACCOUNTING SECTION. M. CROSS-TRAIN WITH THE IDENTICAL STAFF ACCOUNTANT POSITION (SR-8242). N. ADDITIONAL DUTIES: ASSIST IN THE PERFORMANCE OF INTERNAL AUDITS OF SACT SUBORDINATE COMMANDS ENSURING COMPLIANCE WITH ADMINISTRATIVE AND INTERNAL ACCOUNTING CONTROLS AS OUTLINED IN THE ACT FINANCIAL MANUAL. PERFORM ANY OTHER RELATED DUTIES AS DIRECTED. 3. ESSENTIAL QUALIFICATIONS: A. STRONG EDUCATIONAL BACKGROUND WITH SOME COLLEGE LEVEL ACCOUNTING. B. KNOWLEDGE OF COMPUTERIZED FINANCIAL SYSTEMS. C. MINIMUM OF FOUR YEARS OF COMBINED GOVERNMENT AND COMMERCIAL ACCOUNTING EXPERIENCE INCLUDING A MINIMUM OF TWO YEARS OF DOUBLE-ENTRY ACCOUNTING. D. MUST BE ELIGIBLE FOR A NATO SECRET SECURITY CLEARANCE. E. MUST HAVE A GOOD KNOWLEDGE OF ENGLISH (BOTH VERBAL AND WRITTEN) (SLP 3343). F. STANDARD AUTOMATED DATA PROCESSING (ADP) KNOWLEDGE: WORD PROCESSING: WORKING KNOWLEDGE. SPREADSHEET: ADVANCED KNOWLEDGE. GRAPHICS PRESENTATION: BASIC KNOWLEDGE. DATABASE: ADVANCED KNOWLEDGE. 4. DESIRABLE QUALIFICATIONS: A. KNOWLEDGE OF NATO FINANCIAL ACCOUNTING SYSTEM AND PROCEDURES. B. FAMILIARITY WITH AN INTERNATIONAL WORKING ENVIRONMENT. 5. PERSONAL ATTRIBUTES: A. CAPABLE OF WORKING HARMONIOUSLY IN A MULTI-NATIONAL ENVIRONMENT, WHILE REPRESENTING AND PROJECTING THE NEEDS OF ACT IN A TACTFUL AND FIRM MANNER. B. MUST BE PREPARED TO TRAVEL OCCASIONALLY IN SUPPORT OF THE LISTED DUTIES. 6. MANAGERIAL RESPONSIBILITIES: NONE. 7. PROFESSIONAL CONTACTS: MUST BE ABLE TO LIAISE EFFECTIVELY WITH MILITARY AND CIVILIAN PERSONNEL. 8. CONTRIBUTION TO OBJECTIVES: MAINTAIN AN UP-TO-DATE ACCOUNTING SYSTEM. 9. WORKING ENVIRONMENT: NORMAL OFFICE ENVIRONMENT. 10. THE STARTING BASIC MONTHLY SALARY FOR A B-5 IN THE U.S.A. AS OF 01 JANUARY 2003 IS U.S. DOLLARS 4227.00 TO WHICH RELEVANT ALLOWANCES WILL BE ADDED. 11.
