- NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis with the University of Cincinnati Department of Civil and Environmental Engineering, Dr. Dan Oerther, to conduct Identification and Characterization of Microbial Communities with Warm Water Aquifers. Required services include design and sampling of warm water aquifers in Arizona, California, and/or Nevada to identify and characterize microbial communtiies within warm aquifers and in the well bores and immediately adjacent areas of drinking water wells, with emphasis on Naegleria fowleri. The contractor shall design and carry out sampling protocols to ensure collection of water samples that represent aquifer conditions from the very long screened, multi-water bearing zone water supply wells common in the Western U.S and develop and use techniques that can distinguish "live" microorganisms rather than just indicate the presence of DNA or RNA associated with cell fragments. EPA believes that Dr. Oerther is uniquely qualified for this research in that he is the only researcher who has performed this type of research with environmental samples. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processe under FAR Part 13. The anticipated award date is November 21, 2003. See numbered note 26.
