- Description
- This is a combined synopsis/solicitation for commercial support services prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice and the requested Statement of Work (SOW), and using the Simplified Acquisition Procedures IAW FAR Part 13. This announcement constitutes the only solicitation; upon request the SOW will be provided to interested parties in order to submit a proposal since a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This solicitation is unrestricted. The NAICS Code is: 541512, $21M. The Contractor IAW the SOW shall provide skilled resources to supplement organice staff in evaluating and documenting impact on Corporate Information Services (CIS)supported Government and Commercial-off-the-Shelf (COTS) software during: DISA operating System and Standard Operating Environment (SOE) upgrades; DLA government software to COTS migration endeavors; and DLA Application Information Systems (AIS) COTS upgrade or replacement efforts. The Contractor shall provide the required System Engineers which has detailed knowledge and experience on Environmental Support Library (ESL) and CIS supported software, such as IBM's transaction server, MQseries, and COBOL for OS/390 and VM. The primary objectives of this tasking are: 1.Assist Government personnel in assessing and documenting Government to COTS software migration and integration issues; 2.Support Government personnel in evaluating and documenting DISA Operating System and SOW upgrade impacts on the ESL; 3.Assist Government personnel in evaluating and documenting DLA driven COTS upgrade, migration and integration issues; 4.Create processes and procedures for the migration from COBOL 74 to COBOL for OS/390 and VM for DLA AISs; 5.Recommend software changes to the ESL that improves efficiency; 6.Assist Government personnel in ESL software changes; software test planning, software testing, software integration, software acceptance, documentation, and software configuration and release management; 7.Support Government personnel in replacing, upgrading, or transiting to COTS products; 8.Provide recommendations to DLA AIS technicians on how to better effectively and efficiently utilize Government software, COTS, databases, tools; and the OS/390 operating system, and the forthcoming ZOS; and 9.Assist Government personnel in project tracking, monitoring, and status reporting. The type of contract is labor hours with one base year and two one year options from Date of Award. All interested parties may request a copy of the SOW in order to submit a proposal to the POC reflected above at Sharon.Ford@dla.mil(correct email address). No telephonic responses will be accepted. The provision of FAR 52.212-1, Instructions of Offerors-Commercial, applies to this acquisition. Offerors will include a completed copy of the provision of FAR 52.212-3, Offerors Representations and Certifications-Commercial items, with its offer. Clause FAR 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions, require to implement statutes or execute orders-commercial items, applies to this solicitation. Response to submit a proposal will be provided at the time the interested party requests a copy of the SOW. All parties interested in this acquisition must request the SOW NLT 4:00 P.M. EST, October 31, 2003. After this date, the SOW will not be issued to any interest party.
