- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice and the attached solicitation to this notice. This announcement incorporates the attached solicitation; proposals are being requested. The Request for Proposals (RFP) number is NRCS-01-KS-04 which incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-17. The associated North American Industry Classification System (NAICS) for this procurement is 541191 (small business size 6 million). Number notes apply (100% Small Business Set Aside). The United States Department of Agriculture, Natural Resources Conservation Service in Kansas is seeking quotes for closing services, title commitment work, and surveys for the Wetlands Reserve Program (WRP) easement acquisition process in Kansas. Work will be performed in accordance with the attached solicitation. The government intends to award an indefinite quantity, indefinite delivery, firm fixed price contract with a base period beginning at contract award, through September 30, 2004, with four one-year option periods. The specific evaluation criteria are outlined in the attached solicitation. A firm-fixed price award will be made to the responsible offeror submitting the proposal that provides the best value to the Government. All responses that meet the criteria contained within will be considered. Since award will be based on initial responses, you are encouraged to offer your most advantageous pricing in your initial response. Proposals shall be forwarded to the attention of Rhonda Sulsar, 760 South Broadway, Salina, KS 67401, by Close of Business (COB), November 24, 2003.
