- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation Proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ) 114620 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01- 17. The Standard Industrial Code is 3469, (NAICS code is 332116) with a business standard of 500 employees. This contract action will result in a Firm Fixed Price - One Time Buy contract. The Government intends to purchase on a sole source basis, the following item manufactured by PageStamp of East Brunswick, New Jersey 08816 for one (1ea) PageStamp 5760 A1 Main System, including installation, training, ink and one (1ea) capping station. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement of submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received with fifteen (15) days after date of publications of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competive procurement. The following clause and provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instructions to Offerors - Commercial Items (October 2000); Offerors may download the RFQ by accessing the FedBizopps website at www.fedbizopps.gov; FAR clause 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2001). Each Offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certifications Commercial Items (July 2002). The full text of clauses is available from the Contracting Officer or may be accessed electronically at: http://www.arnet.gov/far. FOB-Destination Washington, DC 20535 -- Responses shall be submitted to the address listed above no later than 4:00pm EST, November 6, 2003, and be clearly marked with RFQ 114620. No hand carried quotes will be accepted. Faxed quotes will be accepted and, in fact are encouraged at (202) 324-3491. The point of contact for all information is Ms. Sandra Y. Carr, Contract Specialist, at the address and phone number listed above. Due to security requirements, Federal Express, D.H.L., ECT., deliveries for the FBI Headquarters facility are now received at an off-site location. Therefore, the normal response time of facility are now received at an off-site location. Therefore, the normal response time of 15 days has been extended to 20 days. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. Award to be made within three days after closing.
