Submissions shall be in accordance with the attached information at the place and time specified. PLACE OF PERFORMANCE: Santa Cruz, Bolivia 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this Personal Services Contract (PSC) position is to provide a UH-1 and fixed wing Aviation Logistics Advisor for the bilateral CN program in Bolivia. The incumbent serves as the UH-1 and fixed wing aviation logistics advisor to assist the Senior Aviation Advisor by providing aviation logistics expertise for program implementation, direction and execution in support of host nation counter-narcotics (CN) efforts. The incumbent advises/oversees and is required to assist in the development, coordination, and implementation of aircraft logistical support systems, procedures and plans in support of counter-narcotics operations. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting DoS/NAS assets. II. Scope of Work: Perform oversight and evaluation of contractor logistical support activities. This oversight includes, but is not limited to reviewing contractor logistics procedures, and monitoring contractor and host nation logistical operations. Submits periodic written evaluations of the contractor?s activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to logistical support for inclusion in the monthly award fee evaluation. Assist the Senior Aviation Advisor in directing and coordinating UH-1 and fixed wing aircraft logistical support within Bolivia for the purpose of destroying coca crops through eradication, intercepting illegal drug shipments through aerial interdiction, and provide logistical support for the program. Develop, coordinate, organize, and implement comprehensive aircraft logistical support systems and procedures for the CN Program in Bolivia. These systems and procedures include, but are not limited to the DoS Logistics and Material Support Plans; NAS Bolivia Procedures/Plans; Office of Aviation Standard Operating Procedures for counter-narcotics operations in Bolivia and Deployment procedures in support of host nation operations throughout Bolivia. Provide direction and guidance to the contractor and host nation logistical activities and personnel for the purpose providing adequate assets in support of destroying coca and interdicting the flow of the finished narcotic products into the United States. This activity includes; but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, other federal agencies, and host nation agencies for the purpose of providing logistical support to the eradication and interdiction program. Collect, review, and disseminate data on aircraft logistics management policies/procedures in support of the counter-narcotics mission of the Narcotics Affairs Section. III. Desired Qualifications: In depth knowledge and experience as a UH-1 and small fixed wing Aviation Logistics Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. Basic knowledge of Aviation Logistics Support Programs, to include logistics plans, procedures and related documents. Basic knowledge of U.S. Federal Aviation Regulations as they relate to aircraft logistical support. Basic knowledge of computer based logistical support programs. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft logistics management procedures. Ten years experience in aircraft logistics, of which five were as a supervisor in either civil or military aviation programs. Ability to read, write and speak Spanish fluently. Knowledge of and skill in operation of desk-top computer based word processing systems IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor logistical activities, to include reviewing contractor logistical procedures, and monitoring contractor and host nation logistical support. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide logistical support direction and guidance to the contractor for the purpose of supporting the CN effort in Bolivia. d. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist the Senior Aviation Advisor). Offeror?s ability to a. Assist the Senior Aviation Advisor in directing and coordinating aircraft logistical support within Bolivia for the purpose of destroying coca crops and provide logistical support to the program. b. Provide instruction/guidance regarding logistical support for the CN program. Factor 3. (Develop, Coordinate, Organize and Implement Logistical support). Offeror?s ability to: a. Develop comprehensive aircraft logistical support systems and procedures. b. Coordinate/Organize aircraft logistical support systems and procedures. c. Implement Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to both contractor and host nation personnel. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). V. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
