Description
NA The USDOT/RSPA/Volpe Center intends to negotiate on a sole source basis with Electric Research & Management, Inc. (ERM). The purpose of negotiations is to reach an agreement on the techniques and cost for a survey and comparative analysis of electromagnetic fields and radiation associated with the Intercity Express (ICE) rail system in Germany. Electric Research & Management, Inc. (ERM) owns and uses MultiWave Equipment and MWAVE data analysis software. These products are necessary to perform the survey and analysis and are the exclusive, trademarked products of ERM. The MultiWave Equipment and MWAVE data analysis software meet current Federal Railroad Administration (FRA) testing and analysis protocols. Government market research indicates that ERM is the only entity capable of meetin g established FRA survey protocols for electromagnetic fields and radiation associated with the ICE. The USDOT therefore intends to negotiate with ERM on a sole source basis. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) of the Federal Acquisition Regulation (FAR). Persons and entities interested in this procurement and which believe themselves capable of performing, may submit a statement of capability and qualification. Statements of capability and qualification must be submitted in writing to the identified Original Point of Contact not later than 4:30 p.m. local time on 11/7/2003. Such statements must demonstrate: (1) Knowledge and ability to perform a survey and comparative analysis in accordance with established Federal Railroad Administra tion (FRA) protocols for electromagnetic fields and radiation associated with the ICE; (2) Familiarity with and ability to use existing electromagnetic field databases for preparing the comparative analysis; and (3) Knowledge of applicable human exposure safety standards (e.g., WHO/ICNIRP, FCC and German government). Statements of capability and qualification will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
