Description
NA The Office of the Secretary of Defense (OSD) Office of Force Transformation (OFT) is assessing the capabilities of the medical/public health community as it relates to the transformation of the military to meet the future threat environment, specifically c ountering the threat of biological and/or chemical warfare. Purpose: As part of its ongoing assessment, the Office of Force Transformation (OFT) seeks to find possible applications of medical research to dramatically decrease the response time from identifying diseases to treating them. This is a request for info rmation only no contract will result from responses received for this RFI. However, the OFT may issue a formal Request for Proposal (RFP)/Request for Quote (RFQ), or other appropriate instrument, at some future time in order to implement specific solution s. Background: The Office of Force Transformation (OFT) wishes to catalyze a unity of effort between government, private sector, and nongovernmental agencies and organizations to meet the threat of biological and/or chemical warfare. Respondents are invited to propose strategies, products and services to increase effectiveness and response time in countering biological warfare. In addition, respondents are invited to comment on the effect of the government specifying the development of a Defense-wide or nati onal strategy. Responses that contain proprietary information should be clearly marked to ensure correct handling. The information provided may be used to refine the Goernment's focus in formulating its approach for addressing its needs in this area. Th e government will not respond individually to the submissions except to request additional information if appropriate. Responses can be sent electronically or by post, but should not exceed 10 pages total. Do not respond to this RFI after 21 November 200 3.
