- NA The U. S. Army Corps of Engineers, New Orleans District, intends to negotiate and award a sole-source, firm-fixed price for professional services with Gregory C. Rigamer & Associates, Inc. (GCR) This requirement is for a follow-on contract to continue the facilitation, implementation, and execution of the recommendations of the Community Based Mitigation Committee (CBMC) for the Community Impact Mitigation Plan due to the Inner Harbor Navigation Canal Lock Replacement Project. GCR performed the initial con tract to establish and facilitate the CBMC. GCR has a working knowledge of the project and an established relationship with the CBMC. This is sole-source procurement under the authority of FAR 6.301-1. A sole-source, follow-on contract will avoid unnecessary delays and a duplication of costs to the government. This notice of intent is not a request for quotations. A determination has been made by the Government not to compete this procurement as stated above.
