Description
This requirement in support of the Naval Undersea Warfare Center Division Keyport, is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement issued as a request for quotation is N00253-04-Q-0008. The solicitation document incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-17. The applicable NAICS Code for this requirement is 561990 with a size standard of $5M. The contract line items are: CLIN 0001: Services of Remotely Operated Vehicle (ROV) and support craft to recover one torpedo from the sea floor in 2100 feet sea water at a known location on the Kaui, Hawaii underwater tracking range. Quantity 1 Group. CLIN 0002: Option Quantity item. Option for possible ROV services to recover torpedo(s) from the sea floor in less than 700 feet sea water at known (maybe) location on the Maui Basin portable underwater tracking range. Note: CLIN 0002 will not be awarded at time of CLIN 0002. CLIN 0002 is an option item only and will be exercised in accordance with FAR Clause 52.217-7 Option for Increased Quantity. Option item may be exercised within 90 days from date of contract award. Anticipated requirements of CLINs 0001 and 0002 to occur within the month of November at locations specified in CLIN description above. 52.212-1 Instructions to Offerors. Offerors are advised to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification-Commercial Items, and 252.225-7020 Trade Agreem ents with their quote. Following are additional FAR and DFAR Clauses applicable to this acquisition: Clause 52.204-6 Data Universal Number (DUNs) Number, Clause 52.212-4 Contract Terms and Conditions-Commercial items, Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. DFAR Clause 525.212-7001 Contract Terms and Conditions required to Implement Statues or Executive Order Applicable to Defense Acquisition of Commercial Items applies to this acquisition. The following DFAR clauses cited in this clauses are applicable to this acquisition: 52.203-3 Gratuities (Apr 1984)(10 U.S.C. 2207), 252.225-7012 Preference for Certain Domestic Commodities, 252.227-7015 Technical Data ? Commercial Items, 252.227-7037 Validation of Restrictive Markings on Technical Data, 252.225-7021 Trade Agreements, 252.243-7002 Requests for Equitable Adjustments, 25 2.247-7023 Transportation of Supplies by Sea and 252.247-7024 Notification of Transportation of Supplies by Sea. The following DFAR clauses are incorporated by reference 252.204-7004 Required Central Contractor Registration, 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country. Quotes/Offers are due no later than 05 Nov 03, 1500 hours, 3:00 pm Pacific Time. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-S1. Commercial Simplified Procedures shall be used for this procurement. Firms interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all representations and certifications found in the required clauses, ensure current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). Award under this procurement will be made to the technically acceptable offer that provides the best value to the Government, price and past performance considered. Past Performance: Offerors are encouraged to provide past performance references with past contract number and point of contact?s name, phone number and e-mail address. Past performance will be evaluated through the Past Performance Information Retrieval System (PPIRS) and the Product Data Reporting and Evaluation Program (PDREP). Evaluation of past performance information will include, but not be limited to, relevance and extent of previous contracts, quality and conformance of product/services to specifications, timely delivery and customer satisfaction. Information utilized will be obtained from contractor references as well as any other sources which may have relevant information. Contractor references that cannot be contacte d will not be considered. An offer with no relevant past performance history may not represent the most advantageous proposal to the Government. Technically Acceptable: In order to be determined technically acceptable, offerors must meet or exceed the specifications. The offer ors must be determined to be technically acceptable before further consideration. Offers that are determined to be technically acceptable will be evaluated in terms of price and past performance, with past performance slightly more important than price. Single Award for All Items. Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified h erein may be determined to be unacceptable. Delivery: Offerors must meet the required delivery date. Responsibility: Offerors must meet the standard for FAR 9.104. Offerors are requested to provide sufficient technical information typically available in commercial sector bidding to ascertain offeror?s ability to perform this requirement. This technical information is required to establish, for the purpose of evaluation and award, details of the services offered that are specified in CLINs 0001 and 0002 and pertain to significant elements, such as: (1) proposed project implementation, (2) Anticipated Risks and Assumptions. The technical information shall be: (1) Identified to show the item(s) of the offer to which it applies, and (2) Received by the time specified in this solicitation. If the offeror fails to submit required technical information on time, the Government m ay reject the offer, except that late descriptive literature sent by mail may be considered under the Submission, Modification, Revision and Withdrawal of Proposals provision in accordance with FAR 52.212-1 paragraph (f).
