Description
Furnish all labor, materials, transportation, and equipment to perform preventive maintenance on electrical switchgear and transformer at USCG DGPS site at Upolu Point, Hawi, Island of Hawaii. Work includes preventive maintenance on the existing 75 KVA padmount transformer and primary switchgear. Work shall also include site clean up work and minor electrical repairs. All electrical work requiring a power outage shall be done during the scheduled equipment downtime, tentatively scheduled for January/February 2004. For this solicitation, award shall be made to that responsible offeror submitting a technically acceptable proposal and offering the lowest price. Price shall be the deciding factor among technically acceptable proposals. To be technically acceptable, the offeror's proposal shall be evaluated as technically acceptable for each of the following evaluation factors: 1. Provide evidence that the contractor has experience in electrical distribution construction and maintenance projects with acceptable results for at least two (2) projects within the last five (5) years. 2. Provide evidence that a qualified high voltage electrician will be employed for the switchgear and transformer work. 3. Provide a schedule indicating how the work during the power outage will be done within the 8 hours downtime allowed. The period of performance is 30 calendar days after Notice to Proceed. This procurement is estimated between $25,000.00 and $100,000.00 and is a total small business set-aside. The North American Industry Classification System (NAICS) for this procurement is 238210. Small Business size standard is $12 million. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Our office no longer issues solicitations or amendments in paper form. Instead they may be accessed at the following website: http://www.eps.gov. Offerors should register to receive notification of this solicitation. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from the http://www.eps.gov on approximately November 12, 2003. If it does not appear on that day, please check back daily. The date of set for receipt of offers is approximately December 10, 2003. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. All responsible sources are encouraged to respond.
