- Description
- It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis from Miyoung Ledoux, Rockville, Maryland. The overall objective of this procurement is the acquisition of knowledge and skills applicable to a variety of 3D biomedical imaging and scientific visualization projects. Specific objectives are to provide design and content development expertise for several anatomic projects and interactive presentations currently being produced by the Lister Hill National Center for Biomedical Communications (LHNCBC). Due to the high visibility of this project, and its national implications both in terms of medical information and high performance computing and communications, it is important for the biomedical imaging researcher to possess credentials from a university that is nationally recognized as being in the forefront of medical illustration research and education. As a highly-qualified Biomedical Imaging Researcher, the contractor shall: 1) Investigate and evaluate the effectiveness of the application of medical images to information sources designed for public use. 2) Investigate 3D rendering software and visualization techniques, and recommend possible integration of methods for processing anatomic datasets. 3) Actively participate in the development of application software, including the designing of graphical user interfaces. 4) Monitor high resolution scanning techniques applicable to the Visible Human project and make recommendations to facilitate the use of these techniques. 5) Investigate means of distributing, displaying and utilizing web-based biomedical images and make specific recommendations about future network use for distributing image data. 6) Organize workshops for NLM employees to exchange information about the anatomic content development activities. 7) Collaborate with selected NLM employees on visualization and 3d graphics hardware, software and algorithms. 8) Evaluate interactive instructional materials which the Visible Human datasets. Ms. Ledoux is a professionally trained, highly qualified biomedical imaging researcher and has worked for over ten years with the computer development of 3-D medical images for the NLM?s ?Visible Human? Project. She has a B.Sc. in Human Physiology, has served as a Research Assistant at Johns Hopkins University and has studied both fine and graphic arts. Ms. Ledoux also holds an M.A. degree in Medical Illustration, and M.S. in Information and Telecommunications, and has completed all course requirements for a Ph.D. in Public Health. Her education and experience, as demonstrated by her combination of skills, talents and abilities, together with her availability to work on-site at the NLM during the required period of performance, uniquely qualify Ms. Ledoux to perform these services. The proposed acquisition will be procured under FAR Part 13 ? Simplified Acquisition of Non-Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
