- NA DESCRIPTION: SOLICITATION DOCUMENTS, INCLUDING DRAWINGS, WILL BE AVAILABLE ON CD ONLY. Walla Walla District Corps of Engineers has a competitive requirement to reposition a fish behavioral guidance structure (BGS) at Lower Granite Dam, Snake River, Washi ngton. The BGS is a large floating steel curtain about a quarter mile long that hangs about 40 to 80 feet below the water surface. It is held in place by cables up to 2 ?????????? diameter that are anchored both to shore and to the upstream face of the d am. The current anchor point on the face of the dam is near powerhouse Unit #3. The work in this contract will be to move the anchor point on the dam to a new location between powerhouse Units #5 and #6. Other miscellaneous steel fabrication modificatio ns are required. Portions at the bottom of the underwater BGS barrier wall are required to be removed to reduce vertical height. Adjustments to the transverse and back anchor movement systems will be required by lengthening, shortening, or replacing of c ables to accommodate the new BGS position. The work will require diving, welding and cutting, metal fabrication, and concrete drilling and anchor installation. ADMIN INFO: The estimated cost range for this job is between $1,000,000 and $5,000,000. The standard industrial classification code (SIC) 1629 and the North American Industry Classification System (NAICS) code is 237990. The small business size standard is average annual receipts for the previous three fiscal years must not exceed $28,500,000. If a large business is selected for this contract it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that portion of the work it intends to subcontract. The intended subcontracting goals are that a minimum of 57.2% of the contractor??????s intended subcontract amount be placed with small businesses; 8.9% with small disadvantaged businesses; 8.1% with women-owned small businesse s; 3.0% with historically underutilized businesses (HUBZone); and 3.0% with service-disabled and veteran-owned small businesses. The plan is not required with the submittal of a bid. All responsible business sources may submit an offer, which may be cons idered.
