Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. NO SOLICITATION IS BIEING ISSUED AT THIS TIME. Naval Hospital (NAVHOSP) Camp Lejeune, NC seeks to improve clinical and administrative operations in the areas of primary care, specialty care, and ancillary services by optimizing the resources devoted to clinical and administrative operations, reducing or eliminating overlapping functions, and appropriately assigning personnel skill sets to tasks. The objective of this contract is to identify opportunities for improvement, to formulate and implement a plan to achieve identified improvements, to measure the results of implemented improvements, and, based on the results, to develop an analysis tool and implementation model that can be exported to other Navy medical treatment facilities. A. SCOPE. The contract shall apply to all primary care, specialty care, and ancillary service functions within NAVHOSP Camp Lejeune. Information regarding NAVHOSP Camp Lejeune is available at http://lej-www.med.navy.mil/. (1) All products of this contract shall: a. Incorporate best commercial clinic management practices and principles, as adapted for use in the Military Health System (MHS). b. Recognize and account for the readiness requirements and operational processes and objectives of the MHS. c. Recognize and account for MHS cultural practices and customs. (2) Overarching objectives. The contract shall result in: a. A documented assessment of current status with identified opportunities for improvement. b. A documented plan to implement changes and migrate to optimized operations. c. A documented analysis of potential migration impacts and risks. d. Implementation of the migration plan. e. Measurement of outcomes that demonstrate improved service and reduced costs. f. A plan for ongoing constructive communication between the vendor and hospital representatives during the term of the contract. g. A plan for implementation in the other Military Treatment Facilities (MTFs). (3) Specific objectives for clinical operations. The contract shall result in: a. An assessment of the current environment within the primary care, specialty care, and ancillary services functions. b. An ideal office practice model. c. A model for determination of optimal prime enrollment. d. A model for optimized clinical staffing. e. A prioritization of the newly designed and re-designed processes for implementation. f. Establishment of performance metrics and baseline measurements. g. An analysis of the organization?s readiness for change. h. Identification of external constraints (chain of command, cultural, or other) on implementation. i. Identification of regulatory or policy constraints on implementation. (4) Specific objectives for administrative operations. The contract shall result in: a. An assessment of the current administrative services environment. b. Identification of administrative resources that can be moved into clinical care settings. c. An optimized business management model encompassing: (i) Elimination of unnecessary work, (ii) Streamlined workflow, (iii) Consolidation, regionally or centrally, of functions. (5) Specific objectives for exportable models. The contract shall result in: a. A group of discrete analysis and implementation models for the clinical and administrative functions evaluated under this contract. b. Models that can be utilized by other Navy MTFs without regard to their size and current in-house capabilities. B. SUBMISSIONS. To allow the Government to determine the vendor most qualified to perform the requirements, vendors shall submit the following information: a. Past Performance information. The vendor shall submit past performance information describing no more than three of their previous/current contracts that are most relevant to the requirements stated in this Sources Sought. Past Performance information shall be submitted one contract per page (no more than one page of information for each contract will be evaluated) with 1 inch margins all around and courier or times new roman font not less than 10 point. Each page shall include the following information: (1) Name of vendor. (2) Contract number. (3) Brief description of services provided under the contract. (4) Number and title(s) of personnel provided (e.g., 1 Project Manager, 2 Healthcare Administrators). (5) Location and dates of services provided. (6) Name, organization, and telephone number of a verified point of contact at the entity where services were provided. The Government will be contacting the points of contact to obtain verification and rating of past performance information. (7) A discussion of the number, type, and severity of any quality, delivery, or price problems in performing, corrective actions taken, and the effectiveness of the corrective actions. (8) Any other additional information needed to adequately describe the scope and quality of the work performed, including enhancements and successes. b. Price Estimate. The vendor shall submit an anticipated price for providing the services described above. The Government is looking for a range of pricing, with an explanation of the variance, i.e., what conditions would prevail that would affect the price within this range. A breakdown of price to labor categories is not required at this time. c. Federal Supply Schedule (FSS) Information. If the vendor currently holds a FSS, information as to contract number, SIN, and date of expiration are to be provided. All submissions are to be sent electronically to sdwellen@nmlc.med.navy.mil or by fax to 301-619-2925 not later than 3:00PM EST 13 November 2003. No phone calls please.
