Description
The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to enter into sole source negotiations with the Bell-Boeing Joint Program Office (JPO) Patuxent River MD for provision of supplies and services to design, manufacture, test and deliver one (1) Midwing Gearbox Test Stand, SERD 1783, along with associated data in support of the Depot Level Repairable Program for the V-22 Aircraft. Upon completion of negotiations, a cost-plus-incentive-fee delivery order will be issued. The Test Stand will dynamically test V-22 Midwing Gearbox (P/N 901-046-001). The Test Stand shall meet all requirements of Bell-Boeing Acceptance Test Specification for the Midwing Gearbox Assembly. The Test Stand shall provide for automated testing and data collection through the use of a computer based Data Acquisition and Control System (DACS). The test stand shall be designed for installation within a designated facility at Naval Air Depot, Cherry Point, NC. The Government intends to procure this equipment and related services under the authority of 10 USC 2304 (c) (1), as implemented by Federal Acquisition Regulations (FAR) Section 6.302-1. This is newly identified support equipment for which Bell-Boeing, the original aircraft equipment manufacturer, has developed the required data and software. The Government is not in possession of this necessary design and development data and software. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information and technical data needed to design, develop, test, produce, install and maintain all needed Midwing Gearbox Test Stand components, subassemblies and assemblies, and provide the hardware and software integration required to maintain and repair the V-22 Aircraft Midwing Gearbox. This synopsis constitutes the total solicitation. There will be no other formal Request for Proposal (RFP) or other information regarding this requirement. All responsible sources are encouraged to submit a proposal, which may or may not be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
